Since the 2008 Olympics was successfully held in Beijing,the competitive sports in China have stepped on a new stage,which is an unprecedented feat in the Chinese sports history of thousands of years.Chinese sports team achieved extraordinary honours of 51 golden medals,21 silver medals,and 28 bronze medals.As a host country,China showed its rapid development and strength of competitive sports to people from all over the world.The efforts of administrations of sports in every province as well as their subordinate units like the administrative centers of sports events shouldn’t be neglected behind the extraordinary honours.Till 2011,it has been 33 years since the system of competitive sports was reformed in 1978.It is a problem worth studying how the developing centeres run and what the management benefit is like in every province since the reformation.By consulting a large number of materials and interviewing many experts of the developing centers of track and field athletics in Guangxi,the author has found that it is impossible to copy the mode of single-event associations of foreign countries according to China’s basic condition and state but we should go on a road of a sport mode with Chinese characteristics.Only a factual and realistic working style will play a crucial role in the healthy development of the competitive sports in China.The administrative centers of track and field athletics are basic guarantee of Chinese competitive sports.In order to socialize and industrialize the competivite sports,the State Physical Culture Administration assigned the sport teams formly administrated by departments and operation offices of State Physical Culture Administration to the administration of the Project Center since the State Physical Culture Administration began to think about reforming of sports system and its operation mechenism in 1992.In order to administrate correspondingly,many provinces,cities and autonomous regions have changed the administrative mode of Administration of Sports—Sports Working Team to a mode of Administrative Centers of sports events—sports teams since the State Physical Culture Administration set up administrative centers of sports events.The thesis mainly concentrates on exploring the opration,the management benefit and its shortages of the micro administrative system of competitive sports since it was reformed.The thesis takes the Administrative Center of Track and Field of Guangxi as its researching object.By applying methods of documentation and interviewing experts,it makes a careful study and analysis on whether the inner and outer environment of the Administrative Center of Track and Field of Guangxi plays a favorable role on the development of competitive sports in China.The research bases its theory on theories of sociology and organization sociology.In order to better analyze the condition and operation interest of the developing center,this research employs theory of organizational environment of organization sociology.According to the theory,orgnization is part of environment.The process of organization development is one that exchanges continuously with all kinds of energy and resources of the organizational environment.The pivot of the surviving and developing lies in keeping correspondence and balance with the organizational environment.The theory of organizational environment offers operable analytical framework and variables for the research which is a good foundation for the theory and empirical research.First,the thesis begins with a research on the internal organizations of the Administrative Center of Track and Field of Guangxi.It makes a study of the stracture,function,status,resposibilities,authority of the internal organizations.Second,the thesis studies the division of labor in Administrative Center.It attempts to analyze the the affect of the selection and training of players,races,human resources and financial affairs on the development of the Administrative Center.Third,it researches on the operation within the Administrative Center.It mainly analyzes the plans,the organization,the implementation,the supervision,the inspection,and the summary of the Administrative Center.It wants to find out whether the operation of Administrative Center is reasonable and whether it is a promotion or an abstacle to the development of the Administrative Center.Fourth,the thesis further concentrates on the interaction of the organizations of the Administrative Center.It mainly analyzes the working system and the managerial rules of the Administrative Center from the two elements with a focus on the the working conditions of the staff.Fifth,it lays an emphasis on the studying the organizational environment of organizations of both higher level and lower level.It analyzes the environmental elements of human resources,finance and materials,policies and devolution of powers of the higher level and the supervision and management of the lower level.The research shows that:there isn’t any special specification policy for track and field development center from sports bureau of Guangxi;the institutional reform of track and field development center is not reasonable;the speed of Guangxi athletic sports’ development is slow,and there are still many problems in its internal organizations of track and field development center and it faces huge challenges;there are deficient in athlete’s selection,training and competition implementing process;the development of competitive sports is unbalanced in Guangxi.And the reformation of the unfavorable elements on affecting the development is extrmely urgent.
