The last 30 years have witnessed a continuously increase in higher education over accountability,quality and productivity.People in Guangdong are concern about higher education quality and also want to construct their own domestic model of quality assurance within their own cultural and political backgrounds.The noticeable concern about quality reflects the importance of quality assurance issues;this interest is found in a number of quality assurance policies.There is need,from time to time,to visit and review quality assurance policy showing the logical process of the development in higher education.In this study four related research questions will be addressed: higher education quality assurance policy itself,policy subject,policy object and policy environment between 1985 and 2015 in terms of “policy adjustment model” in Guangdong,aiming to investigate a number of issues concerning situation of policy and conflicts.In order to answer these questions,primary and secondary data sources that shed light on,theories of policy will be identified.In-depth interview will be used.Looking for policy makers and college leaders for interviews,tries to clear the operation of the policy within the system,standardizes the decision-making process,and sums up the challenge and difficulties in the process of quality policy.It can lock key problems,explore the development path.At the same time,with historical research and interview method for the policy text analysis,this study can provide a variety of information sources and auxiliary materials.From 1985 to 2015,the higher education quality assurance policy of Guangdong province has gone through a difficult start to a comparatively large and systematic higher education quality assurance policy system,and has experienced the process of incubation,reform,renovation,and perfection.It is the result of the joint exploration and interactive development between the central government and the local government,the government and universities,and higher education subsystem and the social system by continuous accumulation,preparation,and completion.The study finds that the higher education quality assurance policy of Guangdong province has problems including lack of policy legitimacy,government conflicts and the absence of social voice in policy,which worth our in-depth study.In future,there is a need to build diversified standard and lead to different positioning,promote democracy in decision-making,perfect the process and promote legalization of policy,establish a third sector as a “facilitator” and strengthen the construction of institutionalization and motivation.Only then,higher education quality assurance policy can adapt to the Guangdong higher education,promote the development of education,and can be learned and used for reference.
