Nowadays,the emerging sharing economy model has infiltrated all walks of life,especially,and the representative bicycle sharing industry is still developing rapidly.The emergence of shared bicycles has brought convenience for the masses of people.It has solved the difficulty of the people’s travel for the "last mile".It also has actively responded to the national development concept of "green travel,low-carbon life" and reduced traffic congestion.However,some unprecedented problems are ineluctable with the development of new things.The vicious capital competition of shared bicycles companies and excessive bicycles launch have caused a sharp increase in the number of bicycles entering the market and reached a state of "oversaturation".The government lacks smart governance,the public has a weak sense of self-discipline,therefor,the shared bicycles occupy the road illegally has become a social problem.As a provincial capital city with a high demand for shared bicycles,it is inevitable that there are problems of illegal occupation of roads in Chengdu.The Chengdu government actively responded and explored various governance methods to solve the problem of illegal occupation of roads.Judging from the governance effects in recent years,the problem of illegal occupation of roads is not completely handled properly,and there are still some drawbacks in the governance methods.In order to better improve the existing governance problems,this article based on the theory of cooperative governance,takes the perspective of public management,and establishes a multi-subject cooperative governance model to study and solve the governance problems of shared bicycles illegal occupation of roads in Chengdu.Firstly,previous works about the governance of shared bicycles at home and abroad in recent years are fully investigated and summarized,including many woks on the illegal occupation of urban roads.Secondly,the basic concepts,system structure and governance application of cooperative governance theory in other social issues are explained in detail.Thirdly,combining the theoretical model of cooperative governance and the Chengdu’s governance content of the shared bicycles illegal occupation of roads,the formation process of the current governance problem of shared bicycles illegal occupation of roads is inferred,and the imperfections in the governance process are pointed out.Subsequently,the problems existing in the governance of the shared bicycles illegal occupation of roads are analyzed,including three aspects: governance subjects and responsibilities led by the government,lack of communication and cooperation between subjects,and insufficient governance policies and regulations.Focusing on the different perspectives of government departments,shared bicycles companies,users and social organizations,participation and cooperation on the governance of shared bicycles illegal occupation of roads are analysis in-depth through the analysis of what should be,case study,comparative research,and data analysis.Finally,the problem of shared bicycles illegal occupation of roads in Chengdu’s governance is fully integrated into the cooperative governance model.With reference to the three major causes of governance problems,with the perspective of multiple subjects,and based on some scientific governance methods,the practical governance countermeasures are proposed from the bottom to up.Through the discussion,this article provides new suggestions for Chengdu to govern the shared bicycles illegal occupation of roads and offer more governance theoretical basis and reference for government departments,shared bicycle companies and the public.Therefore,making shared bicycles more convenient to serve the public,and maximize the social benefits of shared bicycles.
