Research On Construction And Application Of Government's Service Quality Evaluation Index System Of China Pilot Free Trade Zones

With the establishment of pilot free trade zones all over the country,China has gradually changed from actively exploring the establishment of pilot free trade zones to developing pilot free trade zones with Chinese characteristics with differentiated reform tasks,and formed mature experience that can be replicated and popularized.With the improvement of the infrastructure construction and the maturity of the strategic positioning of the national pilot Free Trade Zone,the obvious differences in the tasks of the pilot reform,and the increasingly convergence of the policy system,the quality of government service of a pilot free trade zone begins to play an increasingly important role in the development of the pilot free trade zone.At present,there is a lack of research on the government service quality in the pilot Free Trade Zone,especially on the "government service quality in the zone".Based on the new public service theory,combined with the particularity of the government service in China Free Trade Zone,this study divides the factors that affect the government service quality of China Free Trade Zone into input,ability and feedback,so as to realize the research on the index factor selection,evaluation system construction and empirical evaluation of the government service quality of China Free Trade Zone,which is mainly divided into the following steps:First of all,this paper discusses the background,significance and positive role of government service quality in the development of the pilot free trade zone.On the basis of summarizing the domestic and foreign government service quality evaluation and the research of the pilot Free Trade Zone,it is necessary to establish the government service quality evaluation system of the pilot free trade zone;Secondly,according to the selection criteria of evaluation indicators,the selection of indicators in the index system is determined by literature research and theoretical research,and the judgment matrix,calculation weight distribution and test consistency are constructed by Delphi method and AHP method,so as to build a more scientific and complete evaluation system of government service quality in China's pilot free trade zone;In this paper,we take China(Shanghai)pilot free trade zone as an example to carry out empirical research,design a questionnaire survey based on the evaluation system of government service quality of China's pilot free trade zone to obtain sample data,and use the fuzzy comprehensive evaluation method to calculate the results and analyze the evaluation.And make a preliminary comparison with other pilot free trade zones.Fourthly,the paper puts forward the optimization strategy of the government service quality evaluation system of the pilot free trade zone from four aspects.The optimization of the government service quality evaluation system of the pilot free trade zone can make the indicator system more sustainable in practice and increase the practicality and theory of this study.Finally,combined with the evaluation results of empirical research,this paper summarizes the positive role of government service quality in the development of the pilot Free Trade Zone,concludes the value significance of the government service quality evaluation system of China's pilot Free Trade Zone,and summarizes the shortcomings and prospects of this study.The design of the evaluation index system of government service quality in the context of free trade pilot area can establish the evaluation standard of government service quality in free trade pilot area,form an efficient and reasonable supervision system of government service quality in free trade pilot area,improve the government service consciousness in free trade pilot area,so as to fill the deficiencies in the current research of free trade pilot area,and clarify how to This paper not only explores a new research perspective,but also enriches the research content of service-oriented government theory.It also responds to the current requirements of accelerating the transformation of government functions and building a service-oriented government.It is the key to realize the combination of "sound service system" and "service-oriented government" It is also an important content to promote the modernization of the government governance model and governance system in the pilot free trade zone.The evaluation of government service quality in China's free trade area is a frontier issue.There are still many deficiencies in the evaluation index system and empirical aspects of this study,which need to be improved and optimized in further research.For example,we should perfect the application of Delphi method,carry out the comparative study of international experience,and join the comparative study of domestic pilot free trade zones to strengthen the practicality and theory of the study.
