Research On The Participation Of Xiang Xian In Grassroots Social Governance In The New Era

As the sage of the township,"Xiangxian" is a virtuous person with virtue,talent,and great contributions to the society in his hometown.In ancient China,the old villagers originated from the Han Dynasty.They were jointly managed by the central court and the state government according to laws and regulations,and ancestral temples were established to worship.However,with the demise of the Qing Dynasty,the ancient old villagers in the strict sense also disappeared.However,the group of villagers has not really disappeared.Since the 1970s,people,the press,political and legal circles,academia,etc.have begun to strengthen their attention,attention,and even support and assistance.Until 2011,the concept of Xinxiang Xian was promoted and developed in China.Through consulting a large number of documents and combining with practice,this paper summarizes the connotation and extension of the new era,the definition,connotation and role of the township culture.In this paper,the present situation and experience of xiangxian’s participation in grass-roots social governance in the new era are analyzed and summarized.The study found that the main practices of Shangyu District in promoting the participation of villagers in grassroots social governance include:establishing rural social organizations;Promulgate Xinxiang Xian measurement standards,carry out mapping;The use of information technology to attract villagers and carry out a series of activities to promote the participation of villagers in social governance.Therefore,the villagers in Shangyu District are not only builders of the socialist cause as an important group for"building and sharing common governance and sharing common governance" and "rule by law and rule by law".It also plays an important role in the areas of social governance at the grassroots level,such as conflict mediation,environmental protection,academic education,economic promotion,cultural development,and policy advice.Among them,in the process of participating in social governance,Shangyu Township has produced a series of experiences that can be used for reference and promotion,such as:having advanced social governance concepts to guide,using information technology to gather rural virtuous,building an effective platform for rural virtuous to participate in grass-roots social governance,and fully supporting rural virtuous.However,in this process,it also revealed that the township groups are uneven;The level of social governance should be improved;Institutional constraints,excessive government intervention;Rural and rural organization positioning bias and other problems that need to be solved.Based on the advanced social governance concepts such as "co-construction,co-governance and sharing" and "rule of law and self-government",this paper draws lessons from the experience of other local villagers in participating in social governance.T herefore,the author puts forward some suggestions on how to promote the participation of villagers in grassroots social governance.Increase the level of participation of villagers in social governance;Adhering to the advanced concept of social governance and breaking the institutional restrictions;Strengthen the self-construction of social organizations in rural areas.
