Research On The Prevention And Control Measures Of Rural Illegal Fund-raising From The Perspective Of Holistic Governance

In recent years,the outbreak of illegal fund-raising cases in rural areas has shown the characteristics of large number of people involved,wide range of influence,large property loss,etc.with the mass incidents,it has seriously affected the stability of rural society.Based on the theory of holistic governance,this paper analyzes the applicability of rural illegal fund-raising from the aspects of value orientation,diversified subjects,governance tools,trust and sense of responsibility.Combined with my own work practice,summed up the manifestation of illegal fund-raising in rural areas of Xing Tai city,showing the characteristics of victims' participation in fund-raising based on trust relationship,the aging of victims and the large amount of money compared with other crimes.However,the lack of supervision in the process of rural economic development,the lack of overall coordination mechanism between departments,and the inadequate publicity and control work are the social supervision reasons for the illegal fundraising crime in rural areas.At the same time,the rural fund-raising cases are concentrated,the economic investigation police force is insufficient,the funds involved in the cases are difficult to recover,and the social stability problem is prominent.The victim's blind herd mentality,weak legal consciousness,and the real contradiction between income increase and single investment channel make him fall into the trap of illegal fund-raising.By strengthening the overall cooperation between departments and organizations,squeezing the criminal space of illegal fund-raising in rural areas,using information technology,and improving the ability of early warning and prevention,the ability of prevention and control of illegal fund-raising in rural areas will be effectively improved.The public security organs give full play to the advantages of the business departments,dig into the criminal information,effectively improve the efficiency of recovery of losses,and try to recover the losses of the masses.The innovation of rural financial services and the expansion of farmers' investment channels will fundamentally reduce the enthusiasm of farmers to participate in illegal fundraising.We should strengthen publicity and education,and carry out publicity in combination with real cases,so that farmers can understand the essence of illegal fund-raising ideologically.In view of the mass incidents,the local government and the public security organ should do a good job in the stability maintenance of the cases,release the case information in time,eliminate the doubts of the victims,enhance the support and trust of the masses to the government,and avoid the dilemma of "Tacitus trap".The problem of illegal fund-raising in rural areas needs a series of measures,such as giving full play to the advantages of various functional organizations,coordinating and cooperating as a whole,realizing information resource sharing,strengthening publicity and education and raising awareness of prevention.Only in this way can the problem of illegal fundraising in rural areas be contained in the embryonic stage and the purpose of ensuring the safety of farmers' property and social stability in rural areas be realized.
