Research On Public Order Planning From The Perspective Of Situational Crime Prevention

As a top-level design for the maintenance of public order,Public Order Planning plays a strong guiding and coordinating role in the study of public security theory and public security practice.However,in the current academic research,Public Order Planning is faced with the dilemma of marginalization and anti-popularization,and there are few relevant theoretical studies.In practice,the lack of co-ordination,attention,guidance,and advancement have also made documents and activities with the "planning nature" fail to really play the role of Public Order Planning.This paper starts from the conception,theoretical exploration,constituent elements,function positioning and operation process,etc.,trying to build a more complete theoretical framework of Public Order Planning.First,based on the common characteristics of advancement of means,pertinence of measures,broad applicability,etc.Situational Crime Prevention is selected as the research perspective.The Rational Choice Theory,Routine Activity Theory and Environmental Criminology Theory are demonstrated to provide theoretical assumptions,realistic basis,and operational guidance for Public Order Planning.Empirical research on Situational Crime Prevention enhances the feasibility of Public Order Planning.Second,this paper discusses the constituent elements of Public Order Planning and emphasizes the uniqueness of Public Order Planning through the three elements of subject,object,and rules.Different from the diversification trend of public security subjects,the subject of Public Order Planning is singular,and should be integrated into governments at all levels,to ensure and enhance the execution and coercive force of Public Order Planning.Its object element is the maintenance of public order,which mainly reflects the top-level design function of Public Security Planning.The rule element is a tool that connects the subject and object and is the planning and deployment of public security elements such as public security policies,public security resources,and public security culture.Third,it is proved from the function positioning dimension that Public Order Planning is the top-level design to maintain public order.Public Order Planning has a unique function in the process of maintaining public order,it can provide guidance for public security prevention,provide a clear grasp for public security control,ensure security and standardization for public security disposal,and build a model for public security reconstruction.Last,for the Public Order Planning,the operation process of the inner and outer ring is constructed,Both the internal operation of Public Order Planning and the external operation of its participation in the maintenance of public order are characterized by closed-loop operation.Through the implementation of the public order planning,the internal operation has exported ideas and methods to the public security prevention link in the process of public order maintenance,and after the link of public security reconstruction,the status and needs of the new social security order are returned to the amendment of public order planning.In short,this paper recommends that Public Order Planning to be placed in a more important position in future academic research and embedded into the urban planning system in the process of practice.Raising the main body of Public Order Planning to governmental level can help build and maintain a more robust and stable public order.
