Education is a special public service product.Providing educational services is one of the important contents of the basic functions of the government.However,relying solely on the government to provide education is constrained by the difference between the financial revenue and expenditure capacity of the central and local governments.Under the background that the residents’ demands for educational public services are increasingly diversified and the demand level is gradually increasing,it is difficult for the complete government to provide education to fully meet the market demand for educational services.On the basis of finance,the government sets special financial expenditures for public services in education,thus purchasing educational services can make up for the limitation of single government supply,and then improve the content and level of educational services with the help of various resources and forces in the market to better promote the development of education.In recent years,China’s central government and local governments at all levels are also actively practicing the purchase of educational services by the government,including the Shenzhen municipal government,which has improved the supply capacity and level of educational services to a certain extent in the process of purchasing educational services by local governments.However,in order to achieve a truly multi-level,personalized and high-quality education service supply,it is necessary to explore how to realize the development of education through government purchase.In this process,it is necessary to pay special attention to potential risks and carry out objective evaluation and effective control of risks.This paper studies the analysis method combining literature method,example method,investigation method and qualitative and quantitative analysis method.In the process of explaining the basic theory of government purchasing educational services,it clarifies the theoretical basis and practical necessity of government purchasing educational public services.Furthermore,combining with the case of Shenzhen local government purchasing educational public services,the importance of government purchasing educational services and the current practical results are further clarified in the elaboration of the problems existing in the current development of education in the region.The method of combining qualitative analysis with quantitative analysis is introduced,combined with the opinions of the expert group,and the risks existing in the purchase of educational services by local governments are identified according to the concept of process analysis,so as to clarify the potential risks and risks cause in the early planning stage and the subsequent implementation stage of the purchase of educational services by local governments.The risk is evaluated by combining AHP analysis and fuzzy mathematics to understand the probability of risk occurrence and the potential loss possibility of risk occurrence.By highlighting important risks through risk assessment and setting up targeted risk control schemes,I hope that I can better control risks by applying the theories I have learned,thus giving full play to the best functions of the government and public services,so as to achieve the ultimate goal of promoting the optimization of the supply of educational services.
