A Study On The Publication Of Prison Affairs In Jiangsu Prison System Under The Application Of Double Micro Technology

To promote the influence and the guidance of public opinions in the publication of prison affairs,Opinions of the Ministry of Justice on Further Deepening the Publication of Prison Affairs that Ministry of Justice enacted in 2015 required that prisons further deepen the publicity of prison affairs,innovate the means of publicity of prison affairs,and make full use of emerging media such as weibo and WeChat("double micro " for short).Therefore,We-Media such as WeChat public account and weibo account of the prison system mushroomed everywhere.Since the prison has been involved in the field of We-Media for only five or six years,there are few researches on the public we media of prison service.Most of the prison We-Media accounts are still in the exploratory stage.This paper,based on the study on the publication of prison affairs in Jiangsu prison system under the application of double micro technology,puts forward feasible suggestions and methods for the efficient operation of double micro of prisons,provides certain help for the healthy development of the publication of prison affairs on double micro,and is likely to have a certain guiding role for Jiangsu prisons to further deepen the work of prison affairs disclosure.This paper summarizes the main research directions and contents of government affairs disclosure and prison affairs disclosure at home and abroad,the research status of " We Media" and the situation of Jiangsu prison’s prison affairs disclosure on the dual micro platform.It affirms the effect of "double micro" on deepening the publicity of prison affairs.Guided by the new public service theory,this paper starts from the perspective of citizens’ right to know,public service and public interest to puts forward the existing problems of the publicity of prison affairs under the use of "double micro" in jiangsu prison,including the lack of comprehensive public contents,the delay in the release of contents,the inflexible feedback mechanism,the inconvenient service,and makes a deep analysis on the reasons,which are a lack of priorities,the weak awareness of citizens right to know,the lack of public service awareness,the lack of unified and specific system norms and inadequate human resources guarantee.Based on the perspective of public service,combined with the actual situation and other practical experience of government affairs disclosure on the dual micro platform,it uses the theory of new public service,the right to know,the theory of agenda setting and the theory of "use and satisfaction" to made in-depth research.Thispaper suggested that we should establish the standard procedure of making prison affairs transparent on the dual micro platform,strengthen the leadership and team building,conduct strict work assessment and supervision,optimize service function on the double micro,build the characteristic content,and using the power of others to publicize and spread the prison double micro,in order to improve the effectiveness of prison affairs disclosure on the dual micro platform,enhance the authority and credibility of prison law enforcement.
