Study On The Optimization Of Home-aged Care Services In Xi'an

As early as 1999,China has entered an aging society.According to the latest data,by the end of 2017,the population aged 60 and over in our province has reached 6.45 million,accounting for 16.81% of the total population.Moreover,with the change of time,the elderly population continues to grow at the rate of 3% every year,the degree of aging continues to deepen,and the problem of elderly care is increasingly prominent.As one of the national central cities,Xi'an's population aging evolution trend is basically the same as that of the whole province,but its aging degree and pension problems are even more serious than other cities in the province.From the first batch of pilot home-based elderly care service centers in Xi'an in 2009 to the formulation of the implementation plan of Xi'an in 2017,Xi'an has gradually established a comprehensive elderly care service mechanism integrating family,community,institution and medical support,and has made remarkable achievements,but there are many urgent needs Problems to be solved.This paper selects the representative jiefangmen Street comprehensive elderly care service center as an example for in-depth study,which is the demonstration point of Xi'an home-based elderly care work.Through active exploration and continuous reform,jiefangmen street has made some achievements in home-based care for the aged.Relevant leaders of Xi'an Civil Affairs Bureau and other relevant units of districts and counties have come to investigate and study for many times.This paper first describes the research background and significance of this paper,summarizes and comments on the research status at home and abroad,defines the research content,methods and technical routes,introduces the core concepts and theoretical basis,and makes theoretical preparations for the in-depth study of this paper.Then,it describes the current situation of home-based elderly care services in Xi'an,puts forward the seriousness of population aging,and expounds Xi'an Problems in home-based care.Then,the perspective is shifted to Jiefang Gate Street.Through literature research,questionnaire survey and in-depth interview,it is found that there are three research methods in the comprehensive elderly care service in this street: the service mechanism and service content are not recognized by the elderly,the level and configuration of employees,infrastructure problems,the confusion of competition in the elderly care service market,andthe awareness of home-based elderly care service of service personnel There are six problems that are not strong and the home-based elderly care service has not been widely publicized.Based on the quantitative analysis of questionnaire data and the qualitative analysis of in-depth interview content,it is concluded that the service mechanism and service content of home-based elderly care service in this street are not perfect,there is a lack of fixed professional talent team,the source of operating funds is single,the government has not been able to build a suitable service competition mechanism,there is a lack of reasonable service evaluation and supervision,and the elderly care publicity has not been paid attention to Important reasons.In addition,according to the existing reasons,this paper lists the relevant experience of home-based pension services at home and abroad in Beijing,Shanghai,Akita County,Japan,retirement villages retirement community in the UK and Stockholm,Sweden.Finally,in view of the actual problems and the experience of home-based elderly care service at home and abroad,the paper proposes to establish a service mechanism,refine the service content;stabilize the talent team,improve the professional service level;improve the pension fund problem from the absorption of non-governmental resources;market-oriented home-based elderly care service based on government control;implement service evaluation and supervision,find out the right medicine for the problem;strengthen publicity,Six countermeasures to optimize the home-based elderly care service in Xi'an are to expand the coverage of comprehensive elderly care service.This paper takes the comprehensive elderly care service center of jiefangmen street of Xi'an as a sample,aiming to find new methods,new ideas and new references for the whole Xi'an City in coping with the aging of population,so as to make the home-based elderly care service of Xi'an city improve rapidly in many aspects,form a platform based on home-based,medical and nursing combination,intelligent management,and absorb diversified service subjects It is a new type of home-based elderly care service mode that provides diversified service supply and meets diversified service demand.
