After more than 40 years of reform and opening up,the real estate industry in urban areas of J city is extremely active and developing rapidly,and the complaints about the quality of residential construction projects are increasing day by day,which has gradually become a hot issue for community groups,property groups and some mainstream media,and has also rapidly evolved into a difficult problem that the relevant government departments need to improve in the daily public administration.With the improvement of the relevant laws and regulations of housing construction in our country year by year,the further strengthening of consumers' consciousness of rights safeguarding,and the gradually increased cases of complaints related to the quality of housing construction projects contacted by the author in daily work,it has become one of the important work for the municipal engineering quality supervision department in daily public administration to deal with the quality complaints of residential projects in urban areas.How to manage and deal with all kinds of complaints is more reasonable? Please remove public and consumer concern and make the general citizen stay at ease.How to derive the mode of public administration to service management and how to improve the efficiency of quality complaint management of residential projects in J city are some of the author's focus issues in this paper.In this paper,firstly,the research results of quality complaint management in domestic and foreign residential projects and related research literatures were introduced.Secondly,by analyzing the concepts of housing construction project quality,complaint management and complaint management organization,the significance and research methods of this paper are further discussed.Thirdly,taking J city as an example,and combining with the situation of the author's daily work and some data collected,the present situation of quality complaint management,some problems existing in the management and their causes in residential projects of J city was analyzed in depth in the paper.At present,the four problems existing in the quality complaint management of residential projects in J city were found,such as backward management methods,undisclosed process information of complaint handling,insufficient staff's working ability and single evaluation standard,and the reasons for them were analyzed and discussed.Finally,some countermeasures and suggestions are put forward for the corresponding problems,such as establishing the professional teams to perfect management system,improving the public participation,promoting the supervision of the third-party complaint management,using Internet+ to optimize the handling of complaint management,introducing the quality insurance for residential projects and other management suggestions in line with the conditions of J city in new era,so as to help the local governments improve their ability to handle quality complaints for residential projects.
