Since 2000,Shenlun has been one of the compulsory subjects in the written examination for Civil Servants Recruitment Exam in China,with a history of 20 years.With the deep application of computer technology in the examination field,the way of subjective examination paper marking has changed greatly.The emergence of online marking technology not only improves the accuracy of marking,but also greatly liberates manpower and makes real-time monitoring of marking process a reality.As a subject composed of all subjective examination questions,the way of reading papers of Shenlun has developed from the manual review at the beginning to today's online marking papers.In years of practice,a relatively mature management model of online marking papers has been formed.However,with the increase of the scale of the Civil Servants Recruitment Exam and the increasing social concern,the difficulty of the examination paper marking management is also increasing.In recent years,the author has found that there are some urgent problems to be solved in the management of the examination of recruitment of provincial civil servants.The research content of this paper mainly includes five parts.The first part introduces the research background and the research status at home and abroad.The results of literature review show that the study of subjective examination paper marking management mainly focuses on several aspects,such as scoring error control,marking quality evaluation and intelligent marking,and mainly focuses on the management of educational examination paper marking,while the study on the management of the examination paper marking of Shenlun on civil servants is less.The second part introduces the basic concepts and theoretical basis involved in the reading management of Shenlun.The third part introduces the general situation of Shenlun examination marking management,from the development process of Shenlun,the evolution process of marking method and the management requirements of online marking,and take S province as an example,comb Shenlun examination marking management status quo,from the overall planning,personnel,materials and quality four aspects.The fourth part is to find the existing problems from the status quo of the examination of Shenlun,that is,it is difficult to eliminate the phenomenon of grading in the middle,the "wide and strict" matching phenomenon always exists,the amount of work per person and affect the quality of the examination and the quality evaluation of the examiners,and analyze the causes of each problem.In the fifth part,four countermeasures are proposed to solve the problems and their causes,including improving the team construction of marking personnel,giving full play to the role of expert team,monitoring the detailed process and improving the management level,as well as upgrading the online marking technology and management means.Shenlun in Civil servants exam marking management has its particularity,quality management as the core,to plan as a whole management,personnel management and material management for the component.Among them,overall management is the basis,including four aspects: time planning,location determination,personnel arrangement and material distribution;Personnel management mainly focuses on the selection,training,monitoring and evaluation of marking personnel,and also includes the management of staff;In recent years,materials management mainly adopts the form of purchasing company services,which improves the management efficiency.The core of quality management is the "double evaluation-multiple evaluation" mechanism,supplemented by a variety of monitoring technology means,to ensure the accuracy and reliability of the score to the greatest extent,reduce the scoring error.In S province marking management present situation and the existing data as the foundation of analysis,found that although the existing marking process monitoring has been more perfect,but hasten the grading phenomena and conditions "Eric" collocation phenomenon still exists,and difficult to eliminate by monitoring;In recent years,the average amount of work of the examiners is always high,which affects the quality of the examiners.In addition,the summary of marking management link is weak and the conventional evaluation method,the problem of the missing,also more prominent.The causes of each problem are different,which can be summed up into two aspects: human factors and management factors.Human factors include excessive psychological pressure,lack of responsibility,deviation in the standard of scoring,limited growth,lack of rest,lack of professional knowledge of managers,etc.The management factors include the "double evaluation-multiple evaluation" mechanism,the system random allocation rules,the review period,the insufficient attention,the lack of special work and so on.To strengthen the human factor,starting from the two aspects of marking personnel and expert team,we should improve the construction of marking personnel team by strict selection criteria,giving play to the role of team leader,strengthening training,optimizing payment method and establishing effective evaluation method and exit mechanism.Through strengthening the cultivation of virtuous competition,attaches great importance to the communication with raters,completes the examination paper spot check work,increase to play to the role of the expert group expert grading curve.To strengthen the management factors,the process monitoring and management technology should be taken as the focus to control the speed of reading papers,monitor the core indicators,refine the overall planning and segmented management,and improve the staff management ability,so as to refine the process monitoring.Develop an intelligent marking auxiliary system,make full use of examination data,and introduce new scoring methods,so as to upgrade online marking technology and management means.
