| With the profound changes in the international landscape,different international values and systems make multilateral collaboration increasingly difficult.Existing institutions and dramatic restructuring of global governance leaders has yet to resolve complex issues arising from international impacts.More and more global issues require new governance systems.In addition,protectionism,populism,and the "black swan" incident have all added new chaos to the current global governance order,and the China’s proposal has become the aspiration of the people.The next fifteen years will be the opportunity period for China to participate in global governance.The Chinese government has changed from a challenger to global governance to a contributor.“China’s proposal” has also gone global.This article focuses on exploring the guiding significance of the "China Proposal" for the current era,and looks forward to finding new models to improve global governance capabilities and promote the healthy development of the world.The first part describes the various conflicts caused by the chaos of global governance,starting from the global economic downturn,frequent obstacles to free trade,the violation of rules by power politics,and the use of zero-sum games by hegemoniccountries.The second part summarizes the predicaments that global governance faces in terms of subject,object,and path under the influence of global environmental changes and other factors.For the subjects of governance,the willingness of developed countries is reduced,the strength of developing countries is not strong,and the authority of NGOs and transnational civil society is insufficient.For the governance objects,the value proposition and security attributes of global issues have not been clearly identified and valued.The backwardness of the governance mechanism in the governance path cannot adapt to the development of globalization,the overlapping of governance mechanisms is inflexible,and the emphasis on governance concepts is to pass on the crisis,all showing the disconnection between the current global order and the global governance mechanism,and revealing the “China’s proposal” for global governance the era of context.Global governance is the practice of multilateralism.Breaking the bottleneck of global governance requires a fair and just system,and more importantly,the new concept of "community of human destiny" brings together the points of interest of all countries.The “China Proposal” in the third part is based on this one-to-one correspondence from the three aspects of subject,object,and path.It is proposed that China’s participation in global governance is a pluralistic subject that pursues inclusiveness of interests.It adheres to the fair system of the principle of appropriate power and responsibility.Differentiated shared responsibility is at the core of the philosophy.The fourth part is based on the national conditions on the basis of theory,looking for Chinese experience of benign cooperation,and exploring rules and systems that are generally accepted by all countries.The goal is to use the idea of a community of shared future for humanity to enhance the communication and construction between human civilizations.For the value of the “China’s proposal”. |
