The focus of US global strategy has gradually shifted eastward from the Obama administration to the Trump administration.The Obama administration has successively proposed a diplomatic strategy of "Return to Southeast Asia" and "Asia Pacific Rebalancing." It attaches great importance to developing friendly relations with Southeast Asian countries.During the eastward shift of the US global strategy,Cambodia's geopolitical value regained US' attention.In order to reshape the U.S.national image in Cambodia,and to open up the Cambodian market,make full use of Cambodian resources to recover the U.S.economy,enhance U.S.soft power and political influence,and curb the expansion of Chinese influence in Cambodia and even Southeast Asia.The Obama administration actively develops friendly relations with Cambodia and develops public diplomacy with Cambodia vigorously.The United States' public diplomacy to Cambodia mainly focuses on three aspects: educational and cultural exchanges,people's livelihood assistance and promotion of democracy,which has played a certain role in promoting the dev elopment of Cambodia and the improvement of the national image of the United States in Cambodia,however,some negative effects are also caused by the inherent shortcomings of American public diplomacy.Generally speaking,the impact of US public diplomacy towards Cambodia on the United States and Cambodia has both positive and negative effects.Due to the close cooperation between Cambodia and China in recent years,fluctuations in US-Cambodian relations have also affected China to a certain extent,especially the opportunities and challenges brought about by the China-Cambodia "Belt and Road" Initiative cooperation project.
