Study On The Reform Of The Relative Centralization Of Administrative License In DF District Of Yancheng City In Jiangsu Province

As a method of government administration,administrative approval has played an important role in the development of China.As the pace of China’s social and economic development continues to accelerate,the current method of administrative approval has not matched the momentum of social and economic development,and reform is imminent.Since the 16 th National Congress of the Communist Party of China,China has started various attempts to reform the administrative examination and approval system.In particular,since the 18 th National Congress of the Party,the goal of building a service-oriented government has been clearly defined.The reform of the administrative approval system has become the main way to accomplish this goal,and the relatively centralized reform of administrative licensing is the main and key direction of the current reform of the administrative approval system.This article is based on field study and carries out theoretical discussions with the relatively centralized administrative permission reform in the DF area as the study object.First,it introduces the background of this study,the definition of related concepts,the significance of this study,the main ideas and main contents of the study.Secondly,through field surveys,interviews,questionnaires,etc.,it summarizes the main practices of the relatively centralized administrative licensing reform in DF District and the reform results achieved in recent years,and summarizes the main problems in the current relatively centralized administrative licensing reform in DF District,including The development of e-government is inadequate,there is the problem of information islands,insufficient manpower after the transfer of matters,lack of rear support,still more administrative approval items,the scope of centralized administrative licensing is unscientific,the division of approval and supervision responsibilities is unclear,and there is no corresponding higher approval authority.,Formed a multi-headed docking with superior authorities,and analyzed the cause of the problem.Finally,suggestions were made from seven aspects to continue to deepen the reform of relatively centralized administrative licensing rights,including detailed reform work to overcome government failure,integration of new public service concepts into the reform work,construction of a comprehensive three-dimensional supervision and security system,and reasonable transfer to avoid government Excessive concentration of functions,perfecting system design,clarifying vertical relationships,improving the construction of examination and approval personnel,improving the level of informatization,and further promoting the construction of e-government.The relatively centralized administrative licensing reform is still in the exploratory stage,mostly innovations of local governments.This article hopes to make an empirical analysis of the relatively centralized administrative licensing reform in the DF area,point out the results and problems in the reform and propose targeted countermeasures.It is hoped that the exploration in this article can provide a certain decision-making reference for further advancing the reform of relatively centralized administrative permission.
