Since the founding of the People's Republic of China,China has implemented a total of 11large-scale disarmament plans.Within a short period of time,local governments have accepted and placed a large number of military demobilized cadres as the ultimate actors in the resettlement work of military-transfer cadres.At the same time,the resettlement policy of the military-transfer cadres also combined with the plan allocation from the early 1950 s to the combination of plan distribution and self-employment after the reform and opening up.After entering the 21 st century,especially in the context of the comprehensive reform of reform,self-employment will become the main policy orientation for the future resettlement of military cadres.On the basis of systematically reviewing the research on military cadres at home and abroad,this study,through combing the relevant policies and theories of military cadre research,combined with the history and current situation of the resettlement of military cadres in Changzhou,points out that the current military cadres have not been smooth and smooth.The realization of the transformation from the army to the local,the contradiction between the military cadres and the local government often makes the local government's enthusiasm in the process of accepting and resettling the military to cadres is not high,and the military cadres' own demands are also difficult to be satisfied.The reasons can be attributed to:(1)the gap between the personal identities and needs of military cadres and the positions provided by local governments and the supply of related services;(2)the lack of local employment experience of military cadres;(3)relevant laws The imperfections of the regulations and supervision system have led to local governments having no basis to rely on;(4)the pressure on local government job preparation and fiscal expenditure.In fact,under the pressure of local government job preparation and fiscal expenditure,it is an inevitable choice for local governments to gradually abandon planned resettlement and realize self-employment.It is also a way for local governments to solve the problem of resettlement of existing military cadres.However,the transition to self-employment must transform the existing local government's passive reception,resettlement,and status as a single service provider,and the employment service provided by the military transfer personnel as a multi-agent initiative to provide public goods.In this process,local governments,the private sector and other third-party public service organizations such as NGOs must cooperate with each other to improve the employability and level of the military's transferred employees,and at the same time give the military's employees a family,life and psychology.On the other hand,local governments have adopted measures such as taxation and preferential policies to increase the enthusiasm of the public and private sectors to accept military personnel,and jointly realize the smooth transition of military personnel from the military to the local government.
