| The Algerian Legislative Authority is one of the most important state institutions.This authority is concerned with internal legislative,political,and financial matters,with international developments and the intertwined relations.The legislature has worked hard to pass from internal affairs to external issues,as it has proven its role in participating in foreign policy,and this role has been known as "parliamentary diplomacy."Through observing its legislative,financial,and political competencies and functions,and its relationship with the executive authority,we find that it relies in this regard on the legal aspect that is limited to its application of the provisions of the constitution and its internal regulations.The activity and role of the legislative authority in the field of foreign policy have expanded,and the diplomatic role has become an essential part for the legislative authority,as the role of parliament in foreign policy has emerged through its participation in multiple parliamentary unions,including international,regional and others and more than the role of parliament when participating in those conferences is also extended in preparing for it and establishing it on the homeland.This means proving the initiative of the Algerian authorities in achieving parliamentary diplomacy in the fields of foreign policy.This study concerned by explored on the main problem this topic related to the role of parliamentary diplomacy on Algerian foreign policy,which as divided into sub-questions that include what are the areas of parliament’s interference in foreign policy in first and secondly,has the Algerian parliament ever played a diplomatic role.The study adopted on the descriptive analytical approach,as it used the descriptive methodology through following up the activities of Parliament at all levels and mechanisms in foreign policy,and with the relied of an analytical method to know how far the effectiveness of parliamentary diplomacy as well as its contribution through its participation in international and regional parliamentary unions in addition to its discussion of international agreements and the reception of foreign delegations and its researched on the mechanisms and available means of Parliament,the general objective of the study was to focus on pivotal and active role of Algerian parliament in promoting and supporting foreign relations,This and related questions,previously identified in this introductory section,need to be addressed if we are to understand the role and effectiveness of parliamentary diplomacy.The present study is an attempt in this direction.It is organized as follows.In the first chapter,dealt with a general introduction on the backgrounds of parliamentary diplomacy in general and parliamentary diplomacy in foreign policy in particular,with reference to both the objective and the importance of research as well as literature review,and the research methodology.As for the second chapter,it is an attempt to determine the role of parliamentary diplomacy in international relations,and it has been divided into three parts.The first part is about general concepts and perceptions of the parliamentary diplomacy,characteristics and factors that contributed to its establishment and prosperity,while defining the objectives it seeks to achieve.The second part is devoted to the role of parliamentary diplomacy in the field of international relations,which contains both the United Nations and parliamentary diplomacy,the role of inter-parliamentary unions.The third chapter focuses on the parliamentary diplomacy in the Algerian political system,which contains three parts.As for the first part,subject of implementation of parliamentary diplomacy,in this point,it explored the directives of executive Authority for parliamentary diplomatic work,thus are based on several principles,the most prominent of which is the relationship and overlap between parliament and the executive Authority,as a real maker of foreign policy by clarifying the role of both the President of the Republic and the role of the government in parliamentary diplomacy in accordance with the provisions of the current constitution,in order to determine that the diplomatic work of Parliament derives its components from official diplomatic directives.The second part is the strategy of parliamentary diplomacy action,it was explained how parliamentary diplomacy complements official diplomacy and achieved foreign policy during parliamentary diplomacy action by adopting tight mechanisms related to the establishment of parliamentary friendship groups in the context of clarifying visions and ideas that are important to national foreign policy issues,as well as through the Foreign Affairs Committee as one of the permanent parliamentary committees that are responsible for organizing hearings meeting and reception Parliamentary delegations from other countries and the organization of visits and parliamentary days to discuss topical issues.As for the third part,on the areas of parliament’s interference in foreign policy,the most important elements and mechanisms used in this field is first,the questions in parliamentary diplomatic workThis point discusses how to use questions by Parliament on the Minister of Foreign Affairs in order to inquire about some issues and the Parliament’s follow-up to the foreign policy of the state,and the second,approval of sectoral sub-budget for the Ministry of Foreign Affairs,third,the mechanism for opening a discussion on foreign policy,in addition it is intended clarification and explanation of the provisions of the law and the constitution that determines the interference of Parliament in Foreign Policy.Chapter four gave an analysis of the contribution of the Algerian Parliament to the national foreign policy,where the chapter was divided in three parts,and the following is the general structure of each part.The first part presented the contributions of parliamentary diplomacy through participation in the parliamentary unions,in this section it explained about participation in the international and regional parliamentary unions which has emerged through its participation in various international fora by its dependence on defending the fair international issues.The second part showed and analysed the contributions of parliamentary diplomacy through the approval of international treaties and conventions.Within this section,it presented the legal nature about that and how could inform parliament through the foreign affairs committee,and the mechanism of opening a discussion on foreign policy.The third part focused on the Parliamentary procedures for approval of international treaties,which as explained in this part the proceedings for approving treaties in terms of deposit a draft law containing the treaty and then explained how are presented and discussion text of the treaty to parliament.In the fifth chapter the study explored the evaluation of the Algerian parliamentary diplomacy through two sections which as the positive effects and the limits of parliamentary diplomatic work.The study concluded with several results,and the most important of which is that Parliament participates in an aspect of implementation,which is approval and opportunities to discuss treaties established by the executive authority,as well as participation in the parliamentary unions,and therefore even though the parliamentary diplomacy is so new but it’s considered a qualitative addition to improving parliamentary diplomacy.And the parliamentary diplomacy has always been supportive and complementary to official or government diplomacy towards the relations and actions of Algeria’s foreign policy. |
