Research On Deepening The Disclosure Of Government Affairs In Mile City Of Yunnan Province

Disclosure of government affairs is an important system for guaranteeing people'right to be informed,encouraging people to participate in social governance,and supervising the operation of administrative power in accordance with the law.Ever since the 18~thh National Congress of CPC,the government has vigorously promoted reform of simplifying administrative procedure and power delegation,combining power delegation with regulation,and optimizing services.Comprehensive and timely disclosure of government affairs can not only effectively push forward the reform of“simplifying administrative procedure and power delegation,combining power delegation with regulation,and optimizing services”,promote transformation of government functions,and advance modernization of national governance system and governance capacity,but also has great significance for accelerating the modernization of national governance system and capacity,and boosting the building of transparent,law-based and service-oriented governments.The Fourth Plenary Session of the 19th CPC Central Committee has officially put forward that we should build a government governance system with clear responsibilities and law-based administration,strengthen constraint and supervision over power operation,perfect the disclosure system for government affairs and various fields,and further promote modernization of national governance system and capacity.As the most basic administrative unit of China,county-level(district-level)government plays an important transitional role in policy formulation and implementation.It is of great significance to study the implementation of government affair disclosure system by county-level governments.This thesis cites the example of Mile city of Yunnan province,uses such theoretical knowledge as the theory of people's sovereignty,the theory on the right to be informed,and theory on service-oriented government,and adopts such research methods as field survey and comparative analysis to study the implementation of government affair disclosure system by county-level governments.The thesis also summarizes Mile city's practices and achievements in the pilot project on the standardization and normalization of national grassroots government affair disclosure and rationally analyzes existing problems in the disclosure of administrative affairs,including:insufficient importance attached by the government to the disclosure of administrative affairs,inadequate role played by the disclosure system,late update of content for disclosure,failure to form a specific negative list,and the lack of interaction with people.Through deeply analyzing the reasons for the problems and drawing upon domestic and overseas advanced experience and practice on government affair disclosure,the thesis proposes the countermeasures and lines of thinking on further deepening the disclosure of government affairs by grassroots governments.The thesis offers countermeasures and suggestions mainly from the five aspects of cultivating government and public awareness,perfecting disclosure system,enhancing the quality of the content of disclosure,expanding disclosure channels,and guaranteeing talent fund allocation.It is hoped that this can provide some references for the disclosure of government affairs in other grassroots governments,thereby driving the comprehensive promotion and in-depth development of government affair disclosure in China.
