As China's political,economic,and social reforms continue to advance,the Chinese government needs to continuously improve its ability to build,improve the positional competence of government civil servants,improve satisfaction in implementing the party's policies and policies,and serve the people,and promote China's politics in the new era.High quality economic and cultural development.However,due to China's vast territory,regional economic and social and cultural differences,the competency requirements for civil servants in different regions are different,and the competency requirements of civil servants at different levels are also different.For grassroots civil servants,it is necessary to continuously strengthen the study and improve their professional skills to be competent in their positions,and in the current era,promote their jobs,implement national policies and guidelines,and achieve better for the people.The purpose of the service.This paper studies the competency of grassroots civil servants in H County,aiming at providing countermeasures and solutions for the improvement of the competency of grassroots civil servants in China.Firstly,it introduces the background and significance of the research,summarizes the main research viewpoints of scholars at home and abroad,and introduces the research methods and innovations.Secondly,it expounds the relevant definitions and characteristics of grassroots civil servants,and summarizes the competency of grassroots civil servants.Relevant theoretical basis;then,the competency factors and models of grassroots civil servants were constructed,and the main influencing factors of grassroots civil servants' competency were collected through literature collection and expert interviews,and the grassroots civil servants were determined according to the nine ability requirements of grassroots civil servants.Competency factor;In addition,a questionnaire survey was conducted on the competency factors of grassroots civil servants in H County,and the self-assessment of the grassroots civil servants in H County was self-evaluated using self-assessment methods,and summarized from self-evaluation and research.The problems of the grassroots civil servants in terms of competency,including the innovation ability ofgrassroots civil servants,the improvement of the ability of innovation and the initiative of grassroots civil servants,the lack of organizational leadership,the lack of organizational leadership,and the training of professional competence The issues that need to be strengthened are analyzed in depth;Afterwards,it puts forward measures and suggestions for the problems existing in the current county-level civil servants' competence.The county-level civil servants in H County should dynamically develop their innovative capabilities,strengthen their assessment of work efficiency and work objectives,and strengthen the grassroots level in terms of competency improvement.The ability of the leadership of public affairs organizations to improve,improve the training of grassroots civil servants and timely reserve management cadres,aimed at promoting the competitiveness of grassroots civil servants.
