As the personnel who exercise the State Administrative Power and perform the state affairs,the level of their working ability,the quality of their work,the stability of the team structure will have an important impact on the development of the whole society.Over the past three years,the number of civil servants recruited has shown an upward trend,the proportion of job competition has increased year by year.However,behind the “ hot test ”,there is the “loss of civil servants” phenomenon,the loss of civil servants in the grass-roots ranks is particularly prominent.If this phenomenon can not be effectively improved,it is bound to break the balance of the grass-roots civil service structure,reduce the administrative efficiency of grass-roots government,this affecting the executive power of the government.In recent years,J district sub-district offices have also experienced a loss of civil servants.How to stabilize the civil service structure is an urgent issue for sub-district offices and human resources management departments.In order to effectively alleviate the problem of civil servant turnover in sub-district offices of J district,this paper,from the perspective of the government,takes the civil servants in sub-district offices of J district as the research object,through the way of field investigation,to understand the structure,number and turnover of civil servants in sub-district offices in the past three years.Through the questionnaire survey,to understand the job satisfaction of civil servants in J district sub-district office,to explore the relationship between the turnover of civil servants and job satisfaction by using the theories of human resource management and Public Management Ethics,etc.Through in-depth interviews with relevant personnel from the organization and personnel departments and some civil servants,it is concluded that the main reasons for the loss of civil servants in the sub-district offices in J district are the shortcomings of the recruitment mechanism,the unpractical assessment of excellent performance,the low salary and benefits,the high work pressure and the lack of self-worth,etc.In light of the actual situation of the sub-district office of J district,relevant countermeasures and suggestions are put forward in order to provide reference and basis for the sub-district office of J district to strengthen the management of civil servants.It has certain enlightenment to the stable development of J district grass-roots civil servants.
