Study On The Implementation Of Government Power List In Anning Town,Xichang City

At present,the power list system has been widely implemented in all parts of the country,and the scope of the subject of implementation mainly includes the functional departments of the central,provincial,municipal(prefecture)and county people’s government.Because the correct implementation of the power list system can put the administrative power into the cage of the system,and ensure the further effectiveness of the national legalization construction and the construction of service-oriented government.In order to further expand the implementation level of the power list system,sichuan province has carried out the reform of the administrative management system of economically developed towns and extended the implementation subject of the power list system to the township level.Taking the implementation of the power list in anning town,xichang city as the research object,the author explores the implementation of the power list system at the township level,and studies the issues such as whether the power delegation is timely,whether the power delegation should be carried out,and whether the power delegation can be carried on properly,and looks for the reasons.Research by field visits,issuing questionnaires,access to relevant information,listing the quiet town of power system present situation,the analysis in the process of implementing the power list involved right main body consciousness,authority,after the listing down to undertake difficult,implementation process is not in place,supervision and so on specific problems and the causes of the problem,according to the specific problem put forward to build good atmosphere,train a contingent of professional law enforcement of the rule of law and institution,perfecting the laws and regulations and improve the mechanism of rule of law and improve the supervision evaluation mechanism and so on concrete Suggestions.On this basis,this paper discusses the significance of local government improving the implementation of power list system and accelerating the transformation of government functions under the implementation of power list system.It is hoped that these studies can providereference for the implementation of power list in the administrative system reform of economically developed towns in China.
