Study On The Anti-Drugs In The Early Days Of The People's Republic Of New China(1949-1953)

After the founding of the People's Republic of New China,the Communist Party of China,as the ruling party of the whole country,is faced with a social situation that needs to be rectified.The spread of opium and drugs,the widespread phenomenon of drug trafficking,showing the characteristics of large quantity,wide scope,deep harm and so on.The Party and the Government had formulated a series of policy principles and adopted practical plans to govern China into a non-drugs country in just three years with the cooperation of various functional departments.In this paper,literature reading method,history theory method,interdisciplinary research method,history and logic unified method are used to systematically classify and sort out relevant literature and historical materials,and to carry out a comprehensive and in-depth study on the anti-drugs in the early days of the founding of New China(1949-1953).The paper is divided into the following four chapters.chapter one represents introduction of this paper,The introduction is divided into four parts and,in the introduction,the basis of the topic selection and research significance,research status and so on are explained,and the innovation of the article is introduced.Chapter two is about the historical background of drug control in the early days of New China.This chapter summarizes the prevalence of opium and rugs in the early stage of New China from three aspects,the phenomenon of planting opium and drugs was common,the activity of manufacturing and drug trafficking was rampant,and the problem of opium was still serious.This paper also analyzes the causes of the spread of opium and drugs from four aspects,the imperialist invasion and its toxic policy to China,the reactionary policy of successive governments in modern China,the influence of social environment in modern China,and the negative influence of traditional ideology and culture.It summarizes the harm caused by the spread of opium and drugs,including the harm to the physical and mental health of the people of New China,the negative impact on the economic and social development of New China,the negative impact on the social atmosphere of New China,and the negative impact on the social construction of New China.Chapter three is to illustrate the process,measures and effectiveness of New China Early drugs Control.This chapter expounds the development process of the anti-drugs activity in the early stage of the new China,summarizing the measures taken during this period,mainly including the organization and institution construction of opium and drugs control,the law and system construction of opium and drug control,the public opinion propaganda and social education of opium and drugs control,the coordination of "Four Forbidden" policies in opium and drugs control,and the comprehensive social measures in opium and drugs control.As far as its achievements are concerned,it is discussed from three aspects: eliminating the harm of opium and drugs from the source,changing the customs and improving the social atmosphere,consolidating the new regime and enhancing the prestige of the Party and the government.Chapter four is to tell the historical experience and practical enlightenment of the anti-drug activity in the early days of New China.As far as historical experience is concerned,this paper mainly discusses that strengthening the leadership of the Party is the political guarantee for carrying out the anti-drugs,perfecting the anti-drug legal system is the legal policy guarantee for carrying out the anti-drugs,insisting on the mass line is the source of strength for carrying out the anti-drugs,and comprehensive control is an important method for carrying out the anti-drugs.As far as practical enlightenment is concerned,it is mainly discussed from four aspects,strengthening the leadership of the Party to give full play to its political and institutional advantages,arousing the masses to take the road of drugs control with Chinese characteristics,taking the people as the center to carry out the people's war against drugs,carrying out the people's war against drugs must be comprehensively managed at the source.
