| As a special service supply model,public service outsourcing has great advantages in improving government administrative efficiency,building a service-oriented government,and optimizing the quality of public services.However,under the influence of the market economy,public service outsourcing may have many risks,such as government management risks,contractor selection risks,market,political and legal environmental risks,etc.Outsourcing risk factors can directly affect the success or failure of outsourcing activities,therefore,the identification and research of public service outsourcing risks is of great significance.At present,there are relatively many researches on the risk of public service outsourcing at home and abroad,and the methods of risk identification are also emerging.However,these researches and methods regard the outsourcing risk factors as independent individuals,ignoring the intrinsic relationship between them.This paper introduces the social network analysis method to the identification of public service outsourcing risk for the first time.Based on the internal connection of the outsourcing risk factors,and then analyzes and identifies the key outsourcing risks,it has strong theoretical and certain practical significance.Combining risk management theory,new public management theory,transaction cost theory and principal-agent theory,this paper summarizes and summarizes the types of public service outsourcing risks,and builds the evaluation of public service outsourcing risk factors by using existing research results.The index system proposes a method for identifying key risk factors of public service outsourcing based on social network analysis(SNA).The method considers each public service outsourcing risk factor indicator as a network node,and a number of outsourcing risk nodes form a risk network,and through network structure analysis,matrix analysis and centrality analysis,it is important to identify public service outsourcing activities.Key risk factor indicators for impact.The social network analysis method is used to identify the risk factors of public service outsourcing,which makes up for the lack of correlation between risk indicators in the previous risk identification methods.The combination of qualitative analysis and quantitative analysis provides a basis for the evasion study of public service outsourcing risks..However,it is the first attempt to introduce SNA into the field of public service outsourcing risk identification.Therefore,the analysis process may be rough,which may be the inadequacy of this paper. |
