The general office of the Communist Party of China Central Committee and the general office of the State Council issued the "Reform Plan of Tax and Local Tax Collection and Management System" on July 20,2018 and made a major decision:first,merge state and local tax agencies,and then take over responsibility for the collection and administration of social insurance premiums and non-tax income,so as to build an optimized,efficient and unified tax collection and administration system.By July 2018,the tax system had about 870,000 people,accounting for one tenth of the country's total civil servants.Tax officials,as executors and participants of this reform,how to adapt to the profession better after the reform has become the key issue of this reform.At present,tax cadres of Anning Tax Bureau have to some extent experienced occupational maladaptation from four aspects: reform of organizational,environment of occupation,ability of occupation and identity to organizational.Good professional adaptability can help tax cadres improve career planning and development,realize personal value,and promote the improvement of organizational work efficiency.This research adopts the methods of literature analysis,interview and questionnaire to make an empirical study on the current situation of tax cadres' professional adaptation of Anning Tax Bureau,analyze the influencing factors and explore the countermeasures,so as to provide reference for tax cadres to adapt to the reform as soon as possible.This research mainly adopts the method of Likert-type Scale questionnaire survey.The results show that: at present,the professional adaptability of tax cadres of Anning Tax Bureau is at a medium level,among which: the best adaptability of professional environment,secondly the change of organization and the identity of organization.The scores of the two aspects are basically the same,but the adaptability of professional ability is weaker.There are significant differences in different gender,age,marriage,educational background,non-leadership positions,leadership positions,working years,pre-merger work places and other factors.At present,the main professional adaptability problems of tax cadres of Anning Tax Bureau are excessive work pressure,unified salary standard and cadre team integration needs to be strengthened.After studying the problems and analyzing the causes,it is believed that there are various factors influencing the professional adaptability of tax cadres after the reform of tax administration system,mainly including institutional factors,organizational factors and personal factors.So,we put forward suggestions on implementing the principle of tax law,improving the promotion mechanism of posts and ranks,allocating human resources well,promoting the incentive management,strengthening the construction of tax culture and the study of tax business.
