The Perfection Of The District Constructive Waste Administrative Enforcement In China

Administrative enforcement of construction waste plays an important position in the whole urban management administrative enforcement system.How to truly establish a series of long effective,normal state,scientific,and impartial administrative enforcement system of construction waste,is an significant theme to discuss in this article.This article introduces the whole process from production to transportation and then to disposal of construction waste,analysis the present state of administrative enforcement of central district constructive waste.Now the central district constructive waste takes on a growing trend by years.Although the management method improves accordingly,upgrade rapidly,the illegal act about constructive waste can't be prohibited because some insurmountable objective contradictions now like short of disposal place and so on.This article also analysis a lot of problems existing during the enforcement process and the reason of its emergence,and give some advises to the future administrative enforcement work of central district constructive waste,and cast a brick to attract jade,talking about some beneficial thinking toward promote enforcement efficiency which accumulate during our daily enforcement work.This article is divided into four parts:The first part is “Basic Overview of Administrative Law Enforcement of Urban Construction Waste”.The article comprehensively expounds the meaning of administrative law enforcement of urban construction waste and the principle of administrative law enforcement of urban construction waste,and lays a foundation for the follow-up research of this paper.The second part is “Empirical Analysis of Administrative Law Enforcement of Urban Construction Waste”.This part introduces the status quo of administrative law enforcement of urban construction waste in China.Through the study of the status quo of construction waste in Ningbo urban area,the regulation of urban construction waste administrative law enforcement and the analysis of typical cases,it shows the overall administrative law enforcement of urban construction waste.The third part is "Problems in the enforcement of urban construction waste." This part analyzes the deep-seated reasons for the long-term difficulties in the implementation of urban construction waste law enforcement in the four aspects of the campaigning of law enforcement activities in urban construction waste law enforcement,the arbitrariness of law enforcement discretion,the ambiguity of law enforcement basis and the confusion of law enforcement subjects.The fourth part is “the perfect measures for the administrative law enforcement of urban construction waste”.This part focuses on the former part of the problem,combined with the actual implementation of urban construction waste administrative law enforcement,put forward the improvement measures in the long-term law enforcement activities,the standardization of law enforcement discretion,the clarity of law enforcement basis,and the comprehensive consideration of law enforcement.
