Research On Financial Support Policy For The Development Of Pension Service Industry In Ningbo City

With the development of society,people's perceptions of fertility have changed,the fertility rate has been decreasing year by year,and the improvement of medical standards has led to an increase in life expectancy,and the proportion of the population of the elderly has increased year by year.As of 2017,the number of elderly people reached 240.9 million,accounting for 17.3% of the total population.China is still the world's largest development country,and China is facing the social status of “not getting rich first”.In the 21 st century,the development trend of population aging is obvious.The scale of the elderly in Ningbo,especially older seniors,is constantly expanding.Family pension suffered more pressure and began to appeal for more institutions to provide for the elderly.In this social environment,Ningbo promulgates various preferential policies,introducing more nongovernmental forces into institutional pension,vigorously developing non-profit pension institutions,and the rapid growth of private pension.Its influence in the pension service system has been constantly enhanced,and its position has become more prominent.However,some problems are unavoidable,and the government financial support policies play a key role in guiding and promoting the prosperity and development of private pension institutions.In this context,based on the theoretical analysis,practical exploration,experience and policy recommendations,according to the current situation of Ningbo City,this paper fully discusses the financial support policies for the development of pension service industry in Ningbo.The first chapter is mainly research background,research significance,research content and methods,as well as key difficulties and innovations.The second chapter summarizes relevant research at home and abroad.On this basis,it better selects the research direction and analyzes and discusses the relevant theories used in the research process.The purpose is to explain the necessity of government intervention in the pension service industry.These theories provide a basis for how to use fiscal policy to support the development of the pension service industry and enhance fiscal policy.The third chapter introduces the financial policy practice of supporting the development of pension service industry in Ningbo,points out the limitations of the policy,and provides a basis for the introduction of targeted policies and the improvement of policy implementation.The fourth chapter is the experience of domestic and foreign experience in the development policy of the pension service industry.Here,we mainly compare and analyze the fiscal policy practices of the pension service industry in the United States,Japan,Beijing,Taiwan,and Shanghai,and summarize the useful experience for the development of the pension service industry in Ningbo.The fifth chapter is also the last chapter.Based on the above research,it puts forward the financial support policy recommendations for the development of the pension service industry in Ningbo,including the principles of fiscal policy support for the pension service industry,the implementation of more active fiscal budget policies,strengthen supervision of policy implementation and increase support,ensure the provision of pension service professionals.
