Establishing a legal system for government information disclosure is an international trend.More than 100 countries have established legal systems for government information disclosure.China has also attached great importance to the disclosure of government information.In 2008,the first "Regulations on the Disclosure of Government Information" was promulgated.With the development of society,the “Regulations on the Openness of Government Information” promulgated in 2008 has not adapted to the needs of government information disclosure practice.Therefore,the State Council promulgated the revised “Regulations on the Openness of Government Information” in May 2019 to adapt to government information.Open development needs.This article focuses on the revisions and shortcomings of the "Regulations on the Openness of Government Information" promulgated in 2019.First of all,compare the similarities and differences between the 2008 edition of the "Government Information Disclosure Ordinance" and the 2019 edition of the "Government Information Disclosure Ordinance",and then explore the theoretical basis and revision of the 2019 edition of the "Government Information Disclosure Ordinance",thus discovering the 2019 promulgation.The meaning and value of the revision of the Government Information Disclosure Ordinance.Secondly,in terms of content,it analyzes the meaning of government information,the principle of government information disclosure,the scope of government information disclosure,the way to disclose according to the application,and the supervision and relief mechanism.Although the revised Regulations on the Openness of Government Information is a summary of the latest theoretical results of government information disclosure and the experience of China's government information disclosure practice over the past decade,no legal norms can be perfected.Institutional design is no exception.Legislators cannot foresee all behaviors in the field of government information disclosure,that is,they cannot set standards for regulating all behaviors.The "Regulations on the Disclosure of Government Information" promulgated in 2019 also has shortcomings,including the narrow scope of government information disclosure obligations,the lack of disclosure of internal affairs information of administrative agencies,and the lack of internal supervision procedures.Finally,based on the lack of government information disclosure,the corresponding recommendations are made,and the government information disclosure legal system is expected to continue to develop and improve.
