This paper discusses the security policy and basic security issues of the countries and related organizations in the Baltic Sea region through the lens of the Baltic region security relations.It first introduces the evolution of the Baltic region security relations,focusing on a series of security cooperation and security policy gaming between Russia and the West since the end of the cold war.It then proceeds to focus on the security policy of the actors in the Baltic Sea region,through the analysis of the parties' security policy to further understand motivations of the behaviors regarding security issues.It then analyses security relations through regional security issues.In the concluding part,the main features of the relationship between the security of the region are summarized,also some prospects and thinking suggested.This paper uses historical analysis,induction and deduction,comparative study and other methods to carry out a systematic analysis of the Baltic regional security relations.It argues that the Baltic Sea region is the key area for contacts,exchanges and confrontations between Russia and the West,and is an important indicator of European Regional security.Significant changes took place in regional security system led by the power vacuum created after the end of the cold war and the disintegration of the Soviet Union,the security state of the Baltic Sea region is striking one snag after another,and recent security status continues to deteriorate,accompanied by a major setback for the European security order construction after the cold war.This paper holds that the root cause for security relations' wave decline in the Baltic Sea area and the relationship between Russia and the West since the cold war lies in that the West intends to build European security order with itself as the leading force,without making equal dialogue and cooperation with Russia and taking full account of key security interests of Russia,resulting in the absence of agreed Pan European Security Framework and regional security dilemma.To understand the evolution of security relations in the Baltic Sea region after the end of the cold war and its causes,helps us to understand the essence of security issues in the region and possible trends,providing the reference for the Chinese government in the region's diplomatic activities;on the other hand,it can be used as a breakthrough to explore some basic rules in European security order construction after the cold war.Finally,the understanding of the Baltic Sea region,which is a complicated area of European security with multilateral interaction,may be of reference value to China's dealings with the South China Sea security issues.
