Research On The Construction Of Military General Equipment Regional Security Center

With the rapid transformations of modern war form to information,integration and Omnibearing,a large number of high-tech equipments are put into use,the role of universal equipment support in the building of the army forces has been increasingly enhanced,the construction of a regional security model for universal equipment has then become an important measure in the military transformation of our army.This article aims at the general equipment regional security features,combined with our military's military system reform,discusses the general plan of designing the general equipment regional security center in the army and conducts an in-depth study on the location of the regional security center,the improvement of the security level of the regional security center and the establishment of the regional security process.On this basis,we put forward countermeasures and suggestions on the general equipment support work of our military.The main works of this paper are as follows:(1)Based on the requirements of the modern equipment and general equipment support work,we analyze the existing problems in the current universal equipment support system and point out the necessity of establishing a regional general safeguard center for the military equipment;(2)We analyze and propose the general design of general equipment regional security center construction,including guiding ideology,main principles,target requirements and main contents,which laid the theoretical foundation for the next step;(3)We conduct an in-depth study on the site selection of the Army General Service Regional Security Center.Firstly,the indicators impacting of regional security center site selection are confirmed;then the index system is constructed by using the method of Interpretation Structure Model(ISM),combined with the characteristics of the index system,the paper uses the method of network analysis(ANP)and the method of indirect comparison of dominance to find the weight relationship of each index in the system;At last,the criteria for evaluating the value of each index are introduced,the example application research is carried on,systematical and specific solutions to solve the location problem common center construction equipment in the area of protection are provided;(4)We analyze the capability-generating mechanism of the military general equipment regional security center to carry out its task of safeguarding the mission and give guidance on how to improve the safeguard level of the military general equipment regional security center based on the factors of generating each capability;(5)On the basis of summing up the experiences and practices of the construction of the general equipment regional security center,we have provided guidance for the next step in carrying out the equipment support work;(5)We apply the idea of process reorganization to construct the regional general equipment safeguarding process,and compare the protection process before and after the optimization from three aspects: guarantee time,safeguard cost and guarantee efficiency respectively.Verify the feasibility and advanced nature of the establishment of a general equipment regional security center;(6)On the basis of summing up the experiences and practices of the construction of the general equipment regional security center,we have provided enlightenment and countermeasures suggestion for the next step in carrying out the equipment support work.
