Free speech is the basic right of people in all countries in modern society,and the carrier of free speech is publications.Publication is special because it is not only an important carrier of knowledge,but also an important way to spread ideas.As a spiritual product,its inherent ideological value is incomparable to that of any material product.In the dissemination of knowledge and the dissemination of ideas,the corresponding ideas,once accepted by the readers,will have a subtle impact on the reader's political position,ideology,moral sentiment of all aspects.Therefore,the regulation of the publishing market is particularly important.However,due to the late start of the publishing industry in China,the publishing regulation system is not perfect and mature,so there are still laws and regulations on the publishing in China.The author believes that with the globalization of economy,trade and culture,China's frequent foreign exchanges need complete and mature publishing regulations for timely and effective regulation,study the advantages and disadvantages of China's existing publishing regulations to better adapt to social development.In addition to the introduction of the first chapter and the conclusion of the last chapter,this article is divided into four parts:Chapter 2 is an overview of publishing laws and regulations.First through to the publication of the concept of laws and regulations,introduce the basic theoretical concept of publishing regulations,as well as to our country to overview the main content of the published regulations,thus summarizes published regulation system in our country,mainly including the government administrative regulation and legal regulation,different ways of regulation has different effect,preliminary understanding the advantages and disadvantages of press regulation.Chapter 3 is the main problem of publishing regulation in China.This chapter is specific regulation defects existing in our country have published,because our country published regulating administrative color heavier,can overcome legal lag and timely and effective adjustment timely publishing problem brought by the rapid development of society,but alsobring a lot of avoid short due to the government administrative rules and regulations strictly,such as too many enterprises enter the limit,publications pricing regulation system chaos,etc.,make the publishing market free competition is hampered by a certain degree.Not conducive to the healthy development of the publishing market.At the same time,it also expounds the deficiencies of China's legal regulations.The law referred to here is only a narrow sense of law,and the lack and insufficiency of the high-level law and specialized law as the basic law is unfavorable to China's adjustment of publishing judicial cases in the world.Chapter 4 is the comparison and reference of extraterritorial publishing regulations.Because published rules and regulations in China starts late,many aspects compared with developed countries there is lacking,the typical countries-the United States,Russia,Japan,the three published a regulation of understanding opened up new horizons to the author,such as to overcome the market failure,in the phase of easing the economics of regulation,after the United States exploration of freedom of expression regulation of the Internet publishing,copyright protection confirmed,licensing and regulation,children's rights and interests protection regulation,and the Internet publishing of defamation,invasion of privacy behavior regulation and social regulation,It has formed a regulatory mechanism that combines public power,the exclusivity of the third party with the self-discipline of the Internet publishing enterprises themselves and the trade association,showing the characteristics of case law,strong social regulation and weak economic regulation.In order to perfect the regulation of non-public power in China,we should learn from the internal self-regulation of the industry in Japan.With reference to Russia's incentive regulations on the publishing industry and Japan's and the United States' relaxed regulations on the publishing industry,this paper puts forward some Suggestions on improving the stricter administrative regulations in China.Chapter 5 is the suggestion to perfect the publishing regulation in our country.This chapter is to put forward our own Suggestions on publishing regulation.Specifically,it includes reducing the administrative regulation of enterprise entry,innovative isbn and price regulation.Excessive protection of the existing subject in the publishing market is an obstacle to the current subject.Lowering the threshold of entry while relaxing the economic scope of the subject is conducive to creating an atmosphere of free competition in the publishingmarket.In today's global trade,high-level law is an important source of adjusting judicial cases of foreign publication.However,there is still a lack of high-level publishing law in China.Therefore,"publication law" is very necessary for China's highly developed economy.This paper focuses on the analysis of laws and regulations,and puts forward different legislative Suggestions for different regulations.
