The Practice Logic Of Village Election From The Perspective Of Modernization Of State Governance

The report of the 19 th National Congress of the Party has formulated a strategic plan for rural revitalization with the overall requirements of "industrial prosperity,ecological livability,rural civilization,effective governance and rich life ".Central documents No.1 of 2019 and2020 continue to point out the need to further strengthen the role of rural grass-roots party organizations in rural governance;and continue to promote a new system of rural governance based on villager autonomy,combining rule of law with rule of virtue.As an important part of the national governance system,the effectiveness of rural governance is manifested in the mutual balance between the various stakeholders in the village and how to realize the benign interaction between the state and the rural society.With the continuous development of economy and society,rural social problems become more and more complicated,and villagers' autonomy appears bottleneck and predicament.In the development of village elections,these problems are manifested in the improper intervention of grass-roots township governments,the influence of families,clans and factions in villages on elections and the problems of bribery.These problems mentioned above have changed over time.Village autonomy is embedded in the national governance system part of this article will look through this perspective to examine the village election problems behind the generation mechanism.From the macro point of view,village election embodies the design and arrangement of the central policy system from top to bottom under the overall framework of national governance,the political environment of the local grass-roots township government hierarchy system and the relationship between the village's endogenous social order,and how to coordinate and balance the tripartite relationship.In the process of village election,the three main bodies of ordinary villagers,grass-roots government officials and state power as voters shape the three logical relations in the process of village election.The state follows the theoretical logic of democracy building,political power building and economic development;Grass-roots township government as the representative of state power in rural areas mainly follow the operational logic of hierarchy;invillages follow the traditional rural logic.Based on the investigation and analysis of the practice process of village election in N village since the reform and opening up,this paper finds that emerging,evolving and developing under the tension interaction between these multiple co-existing logic.The political event of the village elections insinuated problems in the process of national governance.Therefore,the mechanism analysis behind this multiple co-exist operation logic will be the focus of the next study in this paper.This has certain practical guiding significance for the construction and perfection of the new system of national rural governance,so that the modernization of national governance can be further promoted and developed in the direction of standardization,procedure and regularization,so that the effectiveness of rural governance or rural governance towards good governance becomes the fundamental problem of rural governance.
