Women's Federation is a mass organization under the leadership of the party,a bridge and link between the party and the government to connect with women.It plays a major role in representing and safeguarding women's rights and interests,promoting women's development,and also plays a role in participating in social governance and assuming corresponding functions.With the further reform of Women's Federations and the enhancement of political,advanced and mass character,the removal of institutionalization,administration,aristocracy and entertainment has become the goal of reform.With the increasingly clear goal of reform,the project system reform has become an effective way to eliminate the shortcomings of Women's Federation.The Women's Federation of N city is the first batch of pilot units in the project system reform of Jiangxi Women's Federation.In order to promote the reform of the project system,since 2017,the evaluation agency has been introduced to promote the reform.This study takes the project of Women's Federation of Q District in N city as an example,using content analysis,interview and other methods,using the empowerment theory,to explore the impact of the third-party evaluation on the reform of Women's Federation,in order to provide a feasible practical path for the reform of other mass organizations,and provide a reference practical basis for the study of the functional transformation and institutional innovation of the administrative departments of the government.It is found that the evaluation organization has preliminarily evaluated the work of the Q District Women's Federation,and found that the project of the District Women's Federation is characterized by lack of professionalism,standardization and limited effect,which is the internal driving force for the reform of the project system of the Q District Women's Federation.On this basis,the process,method,interaction,effect and influence of the third-party evaluation are studied.It is found that the nanny-style evaluation method adopted by the evaluation organization is not only different from the effect evaluation,but also different from the process evaluation.It is a whole process and three-dimensional style of "evaluation + guidance +participation",which realizes the cognitive empowerment,organizational empowerment and overall empowerment of the Women's Federation in the district.The project system reform has obvious effect.But at the same time,it also brings about unexpected consequences,such as empowerment and "loss of power".The assessment center has become the "invisible crutch" of the Women's Federation of the region.In this process,the grass-roots Women's Federation organizations have cognitive bias and implementation bias,lack of independent ability to implement projects,and the service potential of Women's Federation organizations has not been fully developed.Based on this,this paper also discusses the application scope,application object and application stage of nanny-style evaluation,in order to provide an effective reference for the application of the third-party evaluation in the Department with low level of social work specialization.
