Evaluation Of The Level Of Social Assistance In Hebei Province And Comparative Study Of Regional Differences

Social assistance is an important part of China's social security system,and it is also an important means by which the country can solve poverty.How to proceed from the characteristics of social assistance development and the special challenges faced by various regions in Hebei Province,and build a social assistance model that conforms to the general laws of the social assistance system and is compatible with the characteristics of each region is a problem that needs to be continuously explored.This article analyzes the development status of social assistance in Hebei Province from the perspective of comparison of regional differences.It also compares the level of social assistance in Hebei Province and proposes countermeasures to improve the social assistance system.First of all,this paper reviews the development process of the establishment and perfection of the social assistance system in Hebei Province,and summarizes the four stages of the development of social assistance,its achievements and existing problems.At present,Hebei Province has established a new type of social assistance system covering urban and rural areas with minimum living guarantee and support for the poor as the core,medical assistance,employment assistance,education aid and other special assistance as the auxiliary,and temporary assistance as the supplement.In recent years,social assistance in Hebei Province has achieved rapid development,but at the same time there are also some problems,such as insufficient investment in assistance funds,low targeting accuracy,large gap between urban and rural assistance,low assistance efficiency,etc.Secondly,the paper uses the statistical data of the Hebei Province Economic Yearbook 2017 to establish panel data to evaluate the level of social assistance in Hebei Province.Based on the literature research,a social assistance evaluation index system with innovative value has been established,including 3 first-level indicators,8 second-level indicators,and 16 third-level indicators.The factor analysis method was used to extract the three public factors: “socioeconomic factors”,“rescue scope factors”,and “rescue efficiency factors”.At the same time,it was found that the scores of each factor were significantly different,and the level of social assistance between regions showed significant differences,and the difference in fiscal revenue and expenditure between regions had the greatest impact on the difference in social assistance.Finally,according to the above-mentioned three influencing factors and comprehensive scores,this paper uses cluster analysis method to divide 11 cities in Hebei province into four categories: cities with highest level of social assistance,cities with high level of social assistance,cities with medium level of social assistance,and cities with low level of social assistance,and puts forward countermeasures and suggestions to improve the level of social assistance.In order to better promote the development of social assistance in Hebei province,in terms of regional economic development,we can focus on cultivating characteristic industry development,and at the same time reasonably arrange assistance input and expenditure.At the level of overall planning,it is suggested to perfect the mechanism of urban-rural integration and the system of grassroots community assistance.In terms of transfer payments,it is necessary to increase the proportion of general transfer payments,standardize special transfer payments,and expand the flow of horizontal transfer payments between cities.Finally,in terms of special assistance,we should focus on medical assistance and employment assistance.
