Research On The Reform Of Administrative Examination And Approval System In Luquan District?shijiazhuang City

The reform of the administrative examination and approval system is an important measure for promoting the transformation of government functions and an effective means for streamlining administration and delegating more authority.It is an effective measure to reduce transaction costs and release development vigor and a powerful way to encourage entrepreneurial innovation,as well as an important aspect of building a high-quality and efficient service-oriented government.As one of the new districts organized by Shijiazhuang City,Luquan District took the lead in establishing and operating the Administrative Examination and Approval Bureau in Shijiazhuang City.It has made some achievements in reducing the items and time for approval,providing convenient public services.This paper selects Luquan District as the object of study.To master a lot of first-hand information,the writer has conducted field research to Luquan Administrative Examination and Approval Bureau and its service hall,and selected staffs of the Office of Organizational Setup Committee,,Administrative Examination and Approval Bureau,Natural Resources and Planning Bureau and some other approval departments of Luquan District,and the market participants and masses who need to be approved as interviewees.On the basis of relevant academic achievements and practical studies of domestic and foreign scholars,this paper takes the Overall Government Theory,Seamless Government Theory and Service-oriented Government Theory as the theoretical basis,and analyzes with the “best practice model” of Overall Government Theory and management tools of Seamless Government Theory.On the basis of reviewing and summarizing the measures taken and results achieved in the reform of administrative examination and approval system,this paper finds many problems,including the more attention payed to numbers than people's feelings,the low standardization,the imperfection of E-approval and inadequate supervision.This paper analyzes the reasons behind these problems from the perspective of the four dimensions of“best practice model”.The weak sense of oriented-government construction,the undeveloped institutional mechanism,the backward method of working procedure and technical means,thebackward service delivery are the four deep-seated causes of the problems in the process of reform.Based on the research above,this paper make four suggestions on deepening the reform of administrative examination and approval system in Luquan District.Firstly,promoting the transformation of government functions and establishing the vision of making development people-centered.Secondly,improving the working mechanism and strengthening institutional arrangements.Thirdly,innovating the working methods and promoting the integration of standardization and informatization of administrative examination and approval.Finally,it is necessary to integrate means to optimize the supply of examination and approval services.
