| The Guiding Opinions on the Reform of Enterprises Affiliated to Colleges and Universities and the Opinions on the Implementation of the Pilot Project of Promoting the Centralized and Unified Supervision of Operational State-owned Assets of Central Party and Government Organs and Institutions,adopted by the Second Meeting of the Central Committee for Comprehensive Deepening Reform in May 2018,clarify that the reform of school-run enterprises in Colleges and universities should take the reform of state-owned assets The policy of the management system marks a new stage in the reform of University-run enterprises and the supervision of state-owned assets.Through research,this paper believes that school-run enterprises are the product of specific historical conditions and have different characteristics in different periods.At present,the vacuum state of state-owned assets supervision of school-run enterprises obviously does not meet the requirements of the current era.The current state-owned assets supervision of school-run enterprises faces many practical difficulties.The reason is that due to the lack of perfect legal system design and supervision mechanism design in the upper-level design,the supervision is misplaced;on the other hand,it is due to the existing supervision.In the implementation of the system,mature supervision methods and supervision methods have not been established,resulting in poor supervision.When considering the improvement of the path,we should see that although our school-enterprise has certain characteristics,the experience of giving extra-school independence to schools and schools is worth learning from.At the same time,in view of the existing predicament,from the upper layer design and concrete implementation.Exploring the perfect path of the legal system of state-owned enterprise supervision in China.On the basis of this conclusion,the specific proposals for the supervision of state-owned enterprises in China are put forward as an exploration to improve the relevant supervision system. |
