Policy Performance Of The Upgrading Of Urban Industrial Structure In The Evacuation Of County Districts

In the process of the government’s promotion of urbanization,administrative division adjustment is a commonly used method.During the rapid development of urbanization in China after the reform and opening up,a series of policies such as the merger of prefectures and cities,the removal of counties and cities,and the removal of counties and districts were widely implemented.With the deepening of urbanization,the administrative division adjustment at the provincial and prefecturelevel levels has gradually decreased,and the administrative division adjustment at county-level administrative districts has gradually increased,with the most frequent removal of districts.Local governments often hope to provide new assistance for urbanization and industrial transformation in the future through the implementation of the removal of counties and districts.So does the removal of counties and districts really help the city’s industrial structure transformation and upgrading? If so,what is its impact mechanism?This paper uses the national quasi-experiment on the reform of districts and counties implemented by the state from 2008 to 2016.Based on panel data of prefecture-level cities,the research is carried out using the PSM-DID method.The structural transformation and upgrading,but the impact on the rational development of the industrial structure is not significant.At the same time,this paper also tests the heterogeneity of the county and district administrative policies at the regional and urban administrative levels,and makes a theoretical explanation of the empirical results.In addition,this article also starts from the two aspects of land element expansion and industrial agglomeration.It further explores the impact mechanism and implementation path of the removal of county districts on the industrial structure.The research shows that the merger policy expands the urban development space and adopts land finance methods.Promote investment promotion,and also promote the occurrence of industrial agglomeration by promoting regional integration and affecting the flow of factors,which is conducive to improving regional market integration and resource allocation.Based on the above research conclusions,this paper puts forward relevant policy recommendations: First,the implementation of the policy of dismantling counties and districts needs to further improve supporting facilities and economic systems to better play its positive role;second,it should be adapted to local conditions and based on the actual conditions of different cities.Promote the removal of counties and districts.
