Competence development of peace-keeping police of China from the perspective of international communication is the activities to develop the peace-keeping police's competence,especially the ability of international communication,by means of strategic planning,work analysis,competence testing,selecting,training,appointing,rewards and punishments,cultural construction and so on.Theories of HRM(human resource management)show as follows: HRM behavior should be consistent with organizational strategy;human resource competence development is under the influence of both internal factors and external factors;the effect of competence development is largely decided by strategic planning,work analysis,competence standard,developing process,environmental construction and so on.This paper mainly adopts the empirical research methods such as questionnaire survey and in-depth interview to analyze the international communication practice of Chinese peacekeeping police,the current situation and countermeasures of competence development of Chinese peacekeeping police.For the last two decades competence development of peace-keeping police of China from the perspective of international communication has made a considerable progress.However,there is still some problems,like that their comprehensive competence needs to improve,effects of international communication need to enhance,and that their competence development is unbalanced.Main reasons of those problems are that the competence development mechanism needs to be improved,the competence development environment lags behind and the subject of competence development is not highly socialized.Improvements for competence development of peace-keeping police from the perspective of international communication can be summarized as follows: firstly,we should implement strategic HRM and stress the factor of international communication in the competence development of peace-keeping police;secondly,we should determine the competence standard of Chinese peace-keeping police;thirdly,we should improve the developing process,such as selecting,training,and rewards and punishments,and make it in accord with the practice of peace-keeping police's work;fourthly,we should insist on the overall leadership of the Party and promote the socialization and internalization of competence development of Chinese peace-keeping police;lastly,we should optimize developing environment and strengthen constructions of organizational culture and information.
