Transformation And Development Of Rural Governance In China

The Third Plenary Session of the 18 th CPC Central Committee clearly put forward the modernization of national governance system and governance capacity,and the cornerstone of modernization of national governance is the modernization of rural governance.Therefore,the modernization of rural governance has become the main line of the development of rural governance in China.The report of the Nineteenth National Congress of the Communist Party of China put forward that the two crosses of "prosperous industries,ecological livability,rural civilization,effective governance,and a wealthy life" required the revitalization of rural areas,and effective governance is the basis for rural revitalization.Achieving the goals of national governance modernization and rural revitalization requires effective governance.At present,China's rural governance mainly relies on the governance model oriented by management democracy and villagers' autonomy as the carrier.When paying attention to democracy,they ignored the effectiveness of governance;while emphasizing villager autonomy as a carrier,they ignored the collaborative participation of other governance subjects.The democratic construction of rural governance has made great progress,but it is difficult for rural governance to effectively respond to the new problems and challenges in rural society.In the context of the new era,rural governance can only advance the modernization of national governance and the revitalization of rural areas if it shifts from emphasizing management democracy to effective governance and insisting on equal emphasis on democracy and effectiveness.Based on this,this article reviews the effectiveness and limitations of rural governance since the founding of New China.It is found that although rural governance under the background of villagers 'autonomy has achieved certain results,due to the limitations of the old governance system,rural society There are many deficiencies in order,rural production and living,and governance costs.From "management democracy" to "effective governance" has become a realistic requirement of the times.In the process of transformation,rural governance is faced with practical difficulties such as misunderstanding of transformation,negative practice of governance transformation,inadequate ability of grassroots organizations,and lack of rule of law and morality in governance transformation.The reason is due to the lack of dialectical thinking of connection and development,hindrance of the thoughts of vested interests and economic men,defects in the construction of grassroots organizations,and defects in the construction of the rule of law and the rule of virtue.In view of the dilemma and causes of rural governance transformation,this paper believes that governance efficiency can be improved through four aspects.The first is to understand the governance transformation correctly;The second is to improve the mechanism for ensuring strict implementation of governance policies;the third is to strengthen the establishment of grassroots organizations to improve governance capabilities;the fourth is to establish and improve the rule of law and rule of law mechanism to improve collaborative governance capabilities.
