| With the rapid development of the society,the power and division of labor at the grassroots level have become more specific and professional,while various social problems have become more complex,which is difficult for a single department to deal with,and law enforcement must be carried out jointly by multiple departments.At present,China is in a crucial period of the reform of the ministry system.Under the new administrative system,it has become an important part of the reform to realize the efficient operation of government departments and improve the cooperation between different departments.And judging from the experience of the ministry system reforms in the world,they actually reduces the number of departments,improves the situation of buck passing because of the overlapping of functions among departments,effectively reduces the waste of administrative resources,and upgrades the administrative efficiency of the departments in government.However,After the reform of the ministry system,there will be new departmental boundaries and new inter-governmental relations.The relationship and coordination in law enforcement between departments are ignored,resulting in new conflicts and frequent departmental cooperation problems.Therefore,in this paper,on the basis of existing research,starting from the basic theory of departments,with A city B district livestock slaughter management law enforcement,for example,analysis the super-ministries reform before and after the transition of the cooperation between departments,concludes and summarizes the insufficiency in interdepartmental law enforcement cooperation and combs through impact of super ministry system reform on the status of interdepartmental law enforcement cooperation,the impact on the coordination mechanism of interdepartmental law enforcement cooperation,and the impact on the subjective will of interdepartmental law enforcement cooperation.Besides,through combining the factors affecting interdepartmental law enforcement cooperation,this part conducts a complete analysis causes,namely,the analysis of the three internal factors,that is,the lack of culture in interdepartmental law enforcement cooperation,the balance of interest game in interdepartmental law enforcement cooperation,and the influence of mediocrity culture on the concept of interdepartmental law enforcement cooperation,and also the analysis of the three external factors,that is,the limitation of department setting in interdepartmental law enforcement cooperation,the imperfect coordination mechanism in in interdepartmental law enforcement cooperation and the lack of departmental reform.This paper brings up the following measures for governing: first,scientifically integrating and refining the standards,and clarifying the responsibility system of lawenforcement departments.Second,integrating and unifying standards and improving the mechanism of law enforcement cooperation among departments.Third,being equipped with unified planning,flexible mode and setting up information sharing platform.Fourth,taking the goals as orientation,breaking the boundaries and building a cultural system of law enforcement cooperation.With the framework of public management theory,this paper studies the interdepartmental law enforcement cooperation after ministry system reforms,and innovates in the research perspective and research methods.The research conclusion enriches the theoretical guidance and practical guidance of interdepartmental law enforcement cooperation of grass-roots law enforcement departments... |
