Research On The Existing Problems And Countermeasures With Chongqing Mass Work Platform Of Rongchang District

The report of the 19 th CPC National Congress pointed out that“it is necessary to transform government functions,further streamline administration and delegate power,innovate the way of supervision,enhance the credibility and executive power of the government,and build a service-oriented government that people are satisfied with.” Over the past 40 years of reform and opening up,China has been continuously promoting the construction of a service-oriented government,the governance level and ability of the government have been unceasingly improved,and ways and methods have been constantly innovated,which has effectively enhanced the satisfaction and sense of achievement of the masses,so that the people can enjoy the fruits of reform and development better,and the well-being of the masses has been significantly improved.However,there are still many problems in the construction of service-oriented government in China recently.Some government workers still have bureaucracy and formalism.As a result,low working efficiency,the consciousness of serving the public is weakened,accessibility is difficult,their look is unfriendly and they drag on for a long time when working for the masses.In addition,although the central government devotes greater efforts to anti-corruption,all kinds of corruption still exist despite repeated prohibition.Some local governments lack transparency in dealing with emergencies,resulting in a lot of adverse effects.Various reasons leading to the decline of government credibility.The original purpose of the establishment of Chongqing mass work platform is to build a government with better service and stronger credibility.Information-based means is used to connect the three-level service centers of districts and counties,towns,streets and villages to do things well for the masses and allow the masses to do things well.This study takes the Chongqing mass work platform of Rongchang District as the object,makes an analysis of the actual operation situation of the mass work platform in this district,summarizes and analyzes the problems found in the operation of the mass work platform,and finally puts forward countermeasures and suggestions on the corresponding problems,providing reference for Rongchang District to use Chongqing mass work platform to build a service-oriented government and improve the credibility of the government.At the same time,through the analysis and research,This paper drew the following conclusions:First,It seems relatively short since establishing Rongchang District after revocation of Rongchang County.Objectively,there are limited resources and relatively-stagnate developments therein.So,in order to use the limited resources to well fulfill functions and responsibilities required by the Chinese government,it’s of much necessity to integrate all the resources,clarify the functions and responsibilities of all departments therein,as well as concentrate our joint efforts upon major issues.Second,Actually,the establishment of Chongqing mass work platform of Rongchang District has made Rongchang district Government directly face various conflicts and contradiction in the society,as well as closed the distance between the masses and the government so that the grass-root work can be carried out in more transparent manner for further playing positive role in enhancing the credibility of the government.Third,In fact,most of the social governances made by all-level governments in Rongchang District have involved in specific problems related to productions and livelihood among the masses,waiting for further communications and exchanges with the masses.And whether the current communicating & exchanging channels can be operated in smooth manners therein will make direct effects upon the enhancement of the overall governmental social-governance capacity.This paper is composed of the total six parts.Besides of summing up the research background and significance of this topic and related researches at home and abroad,the 1st part introduced its research contents,research ideas and research methods for providing well-paid theoretical references for the entire paper.And in the 2nd part,related concepts and theoretical foundations were briefly introduced,aiming to lay certain theoretical foundations for the existing problems and the proposed countermeasures,analyzed in practical operations of the mass work platform in the following paragraph.And the 3rd one involved in a series of explorations upon the present situation in constructing Chongqing mass work platform of Rongchang District,including the introductions around the construction background of this mass work platform,the current construction level,the construction achievements obtained.In the 4th part,the current problems and underlying causes in operating this mass work platform were further explored.And the 5th part made a series of in-depth analyses around the problems found before,as well as proposed corresponding countermeasures and suggestions.While unveiling a series of research results and prospects,the 6th part also summarized the research conclusions and made better prospects for related researches in future.
