Research On Government Regulation Of Shared Bicycle Operating In Quanzhou City

Shared bicycles industry is arising with the development of shared economy,bringing the concept of “environmental friendly,innovative,sharing”.It provides an effective service for citizens during the short-distance travel and becomes an important part of a new generational non-motorized traffic system in urban.Shared bicycles are booming carrying advanced Internet technology and convenient mobile payment.But the accompanying bicycle chaos is constantly testing the government regulation ability.Shared bicycle enterprises operating is directly related to the orderly development of the shared bicycle market.However,the shared bicycle industry is at the stage of development at present.For the purposes of occupying market shares,returning funds,and obtaining profits,shared bicycle enterprises are often difficult to standardize their own operation behaviors during the market competition.Problems such as excessive launch,neglect of operation maintenance,and difficulty in deposits return are common.Therefore,strengthening the regulation of shared bicycle operating is undoubtedly an urgent responsibility for the government.Quanzhou is an important city with advanced private economy on the southeast coast of Fujian Province.In recent years,since shared economy continuously developing,shared bicycle industry in Quanzhou city has been developing extremely rapid.The number of shared bicycles in the central urban area has exceeded 100,000.Facing the continuous warming of the shared bicycle industry and the bicycle chaos,Quanzhou municipal government has clearly defined the primary responsibilities of relevant departments to supervise shared bicycle operating.By making laws and taking measures,government regulation of the shared bicycle operating has taken effect.However,there are still shortcomings in some areas,such as inadequate regulatory policies,inadequate regulatory mechanisms,difficulties in implementing some measures,and the need to improve regulatory effectiveness.The main reasons are that the management and regulation of shared bicycle operating by Quanzhou municipal government is backward in concept,single in means,lagging in measures and insufficient experience.By analyzing and drawing lessons from the experience of government regulation of shared bicycle operating in Beijing,Shanghai and Shenzhen,Quanzhou municipal government's regulation of shared bicycle operating needs to improve relevant rules,set up and improve regulation mechanism,integrate regulation forces from the society,make use of new technologies and methods,and guide the shared bicycle enterprises to take responsibilities actively.To be specific: changing the concept of regulation,improving regulation policies,improving regulation mechanisms,and innovating regulation means,so as to promote the development of the shared bicycle industry in Quanzhou city to a healthy,civilized and orderly development path.
