Study On The Construction Of The Third Party Evaluation Procedure In Hunan Province Under The Rule Of Law

In 2011,Hunan proposed the construction of "Hunan under the rule of law",and issued the "program for the construction of Hunan under the rule of law",which set the overall goal for the construction of Hunan under the rule of law by 2020."Hunan under the rule of law" refers to the construction of Hunan under the rule of law by combining Hunan’s local characteristics in Hunan province.With the deepening of the concept of the rule of law,the people’s awareness of the rule of law continues to improve,but the lack of social life test of the practice of the rule of law,as Mr.He weifang said,"without the specific rule of law,the grand and exalted rule of law is just a slogan to cause the air vibration.Implementing the declaration of the rule of law and translating the legal text into the practice of the rule of law is not only the way to the concrete rule of law,but also the mission to realize the rule of law.Throughout the course on the evaluation of the practice in our country,the most widely applied,the most common form is top-down system evaluation,evaluation subject shall be borne by the government,more matters to government departments for examination and assessment of daily work,process control is more apparent,single evaluation subject,evaluation items narrow coverage,the lack of public participation and power supervision.The third-party rule of law evaluation is different from the traditional internal rule of law evaluation mode.The third-party rule of law evaluation is to promote the rule of law construction from anobjective perspective in a reasonable way,to make the concept of rule of law run into practice,and to explore a new script for the rule of law construction.However,there are problems in the evaluation indicators,contents,results and procedures of the third-party evaluation,which hinder the function of the third-party evaluation.In order to comprehensively evaluate the rule of law in Hunan through the objective,direct and dynamic expression of third-party evaluation,and make it have its unique regional advantages,it is necessary to solve these problems in a timely manner,so as to ensure that the rule of law makes the most objective and fair evaluation on the development level of the rule of law in a region.The purpose of this article is to provide some insights into the aspects of building a third-party evaluation program in order to make some changes.
