Research Into Safeguarding Rights And Interests Of Land-lost Farmers Under The Guidance Of Marxist Theories

With the acceleration of urbanization in China,urban development has an increasingly strong demand for land.As the number of urban population keeps on soaring up,there has also been a surge in the number of land-lost farmers,thus leading to the popping-up of land-generated contradictions.At present,rights and interests of land-lost farmers are not comprehensively and effectively safeguarded.The land expropriation model has been transformed from safeguarding farmers’ life to safeguarding farmers’ rights and interests.Therefore,to address the issue of safeguarding land-lost farmer’s rights and interests is of vital importance to the long-term harmonious development of Haikou.As guiding ideas of the Communist Party of China and socialist undertaking,Marxist theories include not only Marxist theories established by Marx and Engel,and Marxist theories further developed by Lenin,but also Marxist theories with Chinese characteristics.In this paper,Marxist theories are adopted as the theoretical guidance for safeguarding of land-lost farmers’ interests and rights,and the problems existing in the safeguarding of land-lost farmers’ interests and rights in Haikou City are observed and analyzed so as to provide theoretical support for the problem-solving.Therefore,the whole research holds both theoretical and practical significance.A basic understanding of land-lost farmers’ rights and interests safeguarding in Haikou City is obtained through the following two ways.First,relevant references are read to gain an overview of land expropriation of Haikou City.Second,survey is carried out to learn the practical status of land-lost farmers’ interests and rights safeguarding.The survey areas are concentrated in Dachang Village and Linchang Village,Lingshan Town,which belong to Jiangdong New District whose land expropriation is representative in Haikou.The scope of survey covers the living status,compensation status,relocation status,social security status,right to know and partiipate of land-lost farmers.Survey results show that land-lost farmers’ political,economic and social rights and interests are damaged.To learn causes of the damage of land-lost farmers’ rights and interests is the linchpin to safeguarding their rights and interests.Concerning problems found out by the survey,the aforesaid causes are explored,chiefly lack of a reasonable land expropriation compensation system,lack of a comprehensive social security system,lack of scientific relocation policies,lack of a land expropropriation supervision mechanism,and lack of reemployment training among local farmers.At last,Marxist theories are combined with the living status of land-lost farmers to provide suggestion for safeguarding land-lost farmers’ rights and interests: first,putting in place scientific land expropriation compensation standards according to the Marxist rent theory;second,establishing a land-lost farmers’ social security institution funded by the government and employer according to the Marxist social scurity theory;third,formulating scientific compensation and relocation plans for land-lost farmers according to Mao Zedong’ seek truth from facts idea;fourth,building a specialized land expropriation supervision mechanism in light of Xi Jinping’ people-centered idea;fifth,providing reemployment training for land-lost farmers based on Xi Jinping’ concept of innovation-driven development.
