In recent years,China has tried to deepen the reform of financial markets and improve the support of financial services for small and micro enterprises.Commercial bank as the core of the financial,the business has become one of the most important aspects of the government's economic management regulation.Government supervision departments guide the commercial banks' operational risks and business development to achieve national financial security and economic stability.The effect also directly reflects the effectiveness of government supervision.At present,rural small and medium banks are an important part of China's banking system and the main force serving small and micro enterprises.The supervision of small and micro credit businesses in rural small and medium banks will directly affect the country effectiveness of policies to support small and micro enterprises.This article uses literature analysis,case study,interview survey,and questionnaire survey methods.It summarizes the supervision of small and micro credit of small and medium-sized rural Banks by the supervision authorities in Huizhou,and analyzes several problems existing in the supervision through the theory of government failure and the theory of public goods.Firstly,the government's system and mechanism for the supervision of small and micro-credit in rural small and medium-sized banks is not perfect.Secondly,the government's internal implementation of small and medium-sized rural Banks small and micro credit supervision work is not active.Thirdly,the government has not invested enough regulatory resources and the implementation of regulatory policies is not guaranteed.Fourthly,the supporting system for the implementation of regulatory policies is not perfect.Fifthly,the government regulatory departments on small and micro credit policy scientific evidence is insufficient.The reasons are mainly reflected in the lagging regulatory concepts,the lack of regulatory resources,the lack of regulatory regulations,and the poor regulatory system.In this regard,this paper draws on the experience of domestic and foreign countries to support the credit of small and micro enterprises,and proposes the following countermeasures and suggestions: Firstly,improve the supervision thinking and realize the organic unification of risk supervision and policy development.Secondly,we will improve oversight mechanisms and establish a sound regulatory system.Thirdly,we will increase positive incentives and guidance from regulation to spur policy implementation.Fourthly,we will increase input in regulatory resources and strengthen oversight enforcement.Fifthly,we will speed up the development of supporting regulatory systems to support the implementation of regulatorypolicies.Sixthly,we will strengthen the design of regulatory policies and reduce the negative externalities of regulation.
