Research On The Project System Operation Of Anti-drug Social Work Service

The drug problem has become a major factor that consumes social wealth,restricts social and economic development and undermines social harmony and stability.With the aggravation of the drug problem,the government has paid more and more attention to the drug control work,and incorporated the drug control work into the national security strategy and further promoted the construction of a safe and law-based China.Under the background of the strategy of building a safe and law-based China,the state has invested a lot of resources to build a public service system for drug control,so as to effectively fulfill the service function of drug control.The anti-drug social work service project came into being.The anti-drug social work service project came into being.This kind of project-based government purchase behavior has become an important way for the country to strengthen innovative social governance,improve the ability to deal with the drug problem,and maintain long-term peace and stability of the country.The project system of anti-drug social work service is a mode of government-led government purchase.The government takes "project" as the carrier to realize the special transfer payment to the third party social organizations,so as to realize the top-down promotion of the national anti-drug public service construction,instill the national will to the local and grass-roots level,and realize the overall planning of the national anti-drug public service construction.This paper takes the project operation of anti-drug social work service in G district as an example,this paper analyzes the operation logic of current drug control social work service project system in China under the guidance of Principal agent theory.It is found that the characteristics of project system of anti-drug social work accord with the development law of project system.From the project system design to the project organization,to the project execution,the project supervision,and finally to the project evaluation stage,the project reflects its unique to the operation logic--the implementation of the state will,the obvious leadership of the government administration,the strong involvement of the public security.This logic also reflects the logical conflict of anti-drug social work service project:the conflict between administrative bureaucracy and social worker's professional value,the conflict between public security's strong control and welfare's flexible service.These conflicts profoundly affect the initial objectives of government procurement of anti-drug social work services.In order to make the government purchase of anti-drug social work service play its due role,the article puts forward three Suggestions: project service provision is changing from government administration leading to service object demand leading,the service mode of the project is adjusted from the powerful control of public security organs to the flexible service of welfare,integrate modern project management mechanism and methods.Ultimately achieve the goal of improving project performance.
