The Behavioral Study Of Dongshan Government, Zhang-zhou,on Inviting Businesses And Attracting Investments

Since the reform and opening up,development has become the first priority.Under the guidance of the idea of "economic construction as the center",the economic development led by local governments has made tremendous achievements.Among them,attracting investment has made tremendous contributions in improving the comprehensive strength of local economic development,optimizing regional industrial structure and promoting local employment.However,as China’s economic development begins to enter a new normal economy,the drawbacks of this mode of attracting foreign businessmen and investors by introducing a series of preferential policies are also increasingly revealed.For example,the disordered competition of attracting foreign businessmen and investors among regions leads to the convergence of regional industries and the waste of public resources,and the performance appraisal system of attracting foreign businessmen and investors leads to a large number of "only seeking the amount of capital but not the qualification" and so on.Obviously,in this new normal economic situation,how to carry out the work of attracting investment,what role the local government should play,how to better play its role,how to adjust and change ways and methods to adapt to the new situation,and how to find a breakthrough in attracting investment has become the most urgent problem to be solved.In this paper,the government of Dongshan County in Zhangzhou City as the research object,through field research to understand the current situation of investment promotion in this area under the new normal economy,using literature research,field research and case analysis methods,from the government’s role orientation,specific ways of investment promotion,investment environmentconstruction and many other aspects of analysis,combing the process of analysis.Existing problems and corresponding reasons in the field of investment attraction in Dongshan County are put forward,and countermeasures are put forward accordingly.Firstly,this paper combs and sorts out the research status of investment promotion and attraction at home and abroad,summarizes and extracts the common problems and solutions faced by countries in the process of investment promotion and attraction,and through defining several core concepts and theories in this paper,discusses the problems and challenges that the new normal economy may bring to the local government’s investment promotion and attraction work.Then,through field research,this paper deeply analyses the efforts and achievements made by Dongshan County Government in the process of attracting investment,and summarizes the possible shortcomings in the work of attracting investment,namely,the deviation of government’s behavior orientation,the blindness of project selection,the weak sense of responsibility of the main units and the inadequate construction of software and hardware environment.The causes of these problems are analyzed in detail.Finally,in view of the problems and shortcomings encountered in the process of attracting investment in Dongshan County,this paper puts forward some countermeasures and suggestions from four aspects: creating investment resources actively,strengthening industrial planning,carrying out precise investment,establishing a scientific evaluation mechanism and improving the service function of attracting investment,so as to help Dongshan County improve the efficiency of attracting investment.
