| Constructing a professional performance system of letters and visits is an effective way to strengthen the relationship between the Party and the government and the masses.It is also an important channel to safeguard the legitimate rights and interests of the masses,to respond to the demands of the masses,and to solve social contradictions.It is also an important measure to build a harmonious society and to establish the image of the Party and the government.At present,with the rapid economic development and the increasing social contradictions,individual contradictions tend to intensify.This is not only related to the economic and social transformation,the inadequate distribution and adjustment of various interests,but also related to the imperfect performance appraisal system of petition work and the unscientific related system.Constructing a scientific and efficient performance appraisal system for letters and visits is of positive significance for solving various social contradictions,meeting the legitimate interests of the masses,maintaining a stable and united social development situation,improving the efficiency of government work and promoting the harmonious development of society.Influenced by various factors,in order to strengthen the assessment of petition work,our government introduced a pres sure-based petition assessment mechanism,which promoted the healthy development of petition work in a certain period of time.However,due to the lack of enough humanized design of the assessment mechanism,the scientific and rigorous design of the system is not enough,which also has a certain impact on improving the efficiency of petition work.Therefore,improving the performance appraisal system of petition work is the realistic demand of petition work in the new era.This paper fully draws on the relevant theoretical achievements of previous scholars on performance appraisal,introduces new research methods such as literature survey,case analysis and comparative method,and fully communicates with relevant staff through penetrating into the frontline of petition work in N provinces,and comprehensively understands the current performance appraisal system of petition staff.This paper points out the key problems existing in the performance appraisal work,and points out that the appraisal index of N provincial letters and Visits Bureau deviates from the goal and lacks guidance;the appraisal subject is single,and the supervisor’s power of the examinee is too large;the formalization of the appraisal procedure lacks effective supervision,which leads to the appeal of the examinee and the review procedure of the relevant departments.It deviates from the fairness and democracy of performance appraisal.The incentive management of letters and visits is out of control.There is serious equalitarianism in the implementation process of performance appraisal,and the service quality of letters and visits can not be effectively guaranteed.On this basis,based on the overall social,political and economic situation of our country,combined with the actual work of letters and visits,this paper puts forward the construction of the performance appraisal system of N provincial letters and Visits Bureau based on KPI,points out the specific ways to realize it,emphasizes that we should pay attention to the optimization of assessment indicators,set up a more scientific assessment index system,and introduce new assessment subjects such as service objects.Standardize assessment objectives,cycle,communication and feedback,enhance assessment incentives,link salary system,personnel promotion and personnel performance appraisal system,and achieve a situation of contribution proportional to salary,more work,more fair competition,so that letters and visitors can get a fair promotion environment.With the help of building a standardized and professional performance appraisal system,letters and visits will become more efficient and standardized,truly open the channels of public opinion,solve the reasonable demands of the masses,and protect social harmony. |
