| Protecting the ecological environment is a major issue related to people’s life and the sustainable development of the Chinese nation,the purpose and mission of the Party,and the party’s leading collectives have attached great importance to the protection of the ecological environment and made unremitting explorations.Since the 18 th National Congress,Xi Jinping’s thought of ecological civilization has laid a solid theoretical foundation for the practice of ecological civilization construction.In response to the people’s expectations for a better ecological environment,the CPC Central Committee has repeatedly stressed the importance of the construction of ecological civilization,incorporated the construction of ecological civilization into the overall layout of the "five-in-one" of socialism with Chinese characteristics,and made a series of strategic deployment and policy arrangements.With the deepening of the construction of ecological civilization,it is imperative to carry out Xi Jinping’s thought of ecological civilization,deepen the reform of ecological civilization system,and protect the ecological environment with strict system and normal mechanism.Leading cadres bear great political responsibilities in the process of ecological civilization construction.Based on the functional attributes and power allocation advantages of leading cadres,they play a key role in the protection of the ecological environment in the process of government policy formulation and implementation.Leading cadres who use their power to engage in corruption or damage to the ecological environment caused by mistakes in their duties must be strictly held accountable.The accountability of leading cadres is not the goal,but the fundamental realization of the continuous and effective supervision of the power of leading cadres to prevent the occurrence of ecological damage.Defining the red line of ecological responsibility of leading cadres by system,making the responsibility for the ecological environment damage of leading cadres a lifelong normalization,making it a "tight spell" on the heads of leading cadres,is of great significance to leading cadres to enhance their awareness of ecological civilization,make prudent decisions,make scientific decisions,and deepen the reform of ecological civilization.On the basis of analysis and argumentation,this paper studies the system of lifelong investigation of the responsibility for ecological damage to leading cadres from four aspects.The first part is an overview of the lifelong investigation system for leadingcadres’ responsibility for ecological environment damage,defines the basic concept of the system of lifelong investigation of the responsibility for ecological environment damage of leading cadres,clarifies the formation process of the system,and clarifies the theoretical basis of this study.The second part discusses the operating mechanism of the lifelong investigation system of leading cadres’ ecological environment damage liability,and discusses the system operation mechanism of the system on the basis of the function of the system and the principleto to be followed.The third part is to analyze the current situation of the system and analyze the existing problems.The fourth part is to put forward targeted countermeasures and solutions for the system to be more perfect and better functioning. |
