Based On The View Of Equalization Of Basic Public Services The Admission Policy Research Of The Children Of Migrant Workers

Since the Economic Reform and opening-up,the economy of Dongguan has been substantially developing.Dongguan attracts a large number of migrant labor forces,yet the population structure has gradually developed from a tiny city with a registered population to a mega-city dominated by the migrant population.The problem of the children of migrant workers in the city is a primary problem to be solved.From a long-term perspective,Dongguan would benefit from the human resources reservation which is for Dongguan’s industrial transformation and upgrading if the issues of the migrant children’s schooling had been settled,as well as it would be helpful for maintaining the social stability and harmonious development.However,most of the studies are aimed for the policy diffusion and the analysis of the policy enforcement.Yet the justice of Dongguan’s Points System of Admission Policy is still awaited for more studies.In terms of such a circumstance,a questionnaire for the applicants of this policy is used as an investigative tool in this study,for the school attendance of the migrant children of the compulsory education stage in Dongguan.The result,being considered with the basic information data of various schools published by the Education Bureau of Dongguan,the relevant laws and regulations of the Points System Admission Policy,statistical yearbook and other literature,shows the problems as following:insufficient supply of public school for the migrant children,the applicants’ awareness of this program,the enrollment score gap and the portion of enrollment which varies from different towns and the irrational settings of some certain items.The problems above are rooted in the lack of the data base of the migrant children who need schooling,the insufficient extension of the policy with the complex application procedures,the deviant value orientation of the scheme establishment as well as the imbalance of the educational resource allocation according to the analysis of the coordination among the relevant educational policies,the basic data from the questionnaire and qualitative research.From the perspective of the equalization of basic public services,the suggestions of the measures following are:to take the educational needs of the migrant children with into the account of the overall education development plan;to optimize the scheme of the points system and improve the promotion of the policy;to optimize the educational policies based on the equalization of basic public services;to speed up the reform of the household registration system and to establish a reasonable compulsory education stage with the children’s educational transfer payment system.
