| Synthetic operations,established by public security organizations based on modern technology,are a multi-police reconnaissance cooperation mechanism,including police synthesis,department synthesis and data resource synthesis.In recent years,modern cases increasingly show the characteristics of high intelligence and strong professionalism,leading to a new era of case-solving work,which can’t solely rely on low-efficiency models of traditional investigation.In the context of continuous innovation in public security work and deepening of system reform,the basic-level public security team,in accordance with the spirit of macro instructions and its own reality,has established a new type of police synthetic combat mode that is information exploring-oriented and intelligence-centered.This in turn achieved remarkable results in effectively reducing crime.This article aims to apply a combined methods of 1)analyzing the joint operation mechanism of some typical basic-level public security organizations,2)accurately identifying the difficulties inthe synthetic operation mode,3)connecting the experience for the actual positions,4)deeply studying the current experience and methods that can be replicated and referenced in the current synthetic combat body along with their shortcomings5)referring to the theories of coordination and complexity system management,in order to refine and optimize the basic level synthetic combat system that will further improve the effectiveness of public security.The first part of the thesis introduces the research purpose and significance,briefs the previous studies of China and overseas,and discusses the research methods and their advantages.This is followed by a case study from Jianghan Branch of Wuhan Public Security Bureau which investigated the operation status and capacity analysis of synthetic working mode among ’Four Investigation and One Information’ Bureaus of Public Security.In addition,the problems and shortcomings of the current synthetic combat mode from the current situation of basic-level synthetic combat is also discussed;Finally,using the theoretical basis of this thesis as the guiding framework,we propose respective solutions to the existing shortcomings of the ’Four Investigation and One Information’combat mode. |
